Over the years, the formation and development of the movement to promote learning and talent in Son La has undergone positive changes, spreading widely and fostering a spirit of lifelong learning in every household and family.
The Son La Provincial Association for the Promotion of Learning was established in 2001, marking the beginning of the learning promotion movement in this mountainous province. Throughout its development, those working in the field of promoting learning and talent have propagated and mobilized small contributions to fund learning encouragement at agencies, units, and in every village, hamlet, and sub-district, bringing the movement to every grassroots level, spreading it widely and gaining community support. Currently, the province has 26 associations and committees for the promotion of learning directly under the Provincial Association, 4,069 branches of the association for the promotion of learning in villages, hamlets, sub-districts, residential areas, and committees for the promotion of learning in agencies and clans, with over 380,000 members, accounting for 29% of the province's population.
From July 1st, 2025, implementing a two-tiered local government model, the Provincial Association for the Promotion of Learning has been consolidating and improving the quality of its activities and the work of its learning promotion committees in agencies, schools, businesses, and armed forces throughout the province. Simultaneously, it is actively researching and advising on the completion of the consolidation and restructuring of the Association for the Promotion of Learning at the commune and ward levels in the first quarter of 2026.

Efforts to build the Scholarship Fund are being actively promoted. To date, the total fund in the province has reached over 25 billion VND, including the To Hieu Scholarship Fund with over 18 billion VND. With its innovative and effective approach, the Association has used interest earned from savings to award scholarships, helping the fund maintain its principal capital and develop sustainably over the years. Annual events such as "September Education Promotion Month," "Education Promotion Day," and programs like "Helping Children Go to School," and "Tet for Children" have become a beautiful humanitarian aspect associated with education promotion and education , attracting the attention and support of philanthropists, benefactors, organizations, and businesses, creating a fund to award tens of thousands of scholarships and practical prizes to students from disadvantaged backgrounds and talented individuals in various fields.
In particular, the promotion of education has expanded to include literacy classes, ethnic language classes, vocational training classes, and the transfer of scientific and technical knowledge in production at community learning centers, helping people in remote areas access knowledge and improve their quality of life. In the 2024-2025 school year, the province will open 45 new literacy classes for over 1,500 students, raising the literacy rate among those aged 15-60 to 96%; maintaining the level 2 literacy standard throughout the province; and achieving a 90.3% rate of students aged 15-18 with a lower secondary school diploma.
The movement to promote learning and talent has spread widely, creating motivation to encourage the spirit of learning in each family, clan, and community, promptly commending exemplary individuals who overcome difficulties and are studious, and inspiring a spirit of learning throughout the community. To date, the province has 742,335 out of 1,404,587 "Learning Citizens," accounting for 52.8% of the population; 244,713 out of 293,169 "Learning Families," accounting for 83.47%; 1,176 "Learning Clans"; 1,974 "Learning Communities"; and 902 "Learning Units." The "Learning Clan" movement has spread from urban areas to rural, mountainous, and border regions, inspiring families to encourage and create opportunities for their children's education, building learning communities and societies. In 2024, Son La city was inscribed by UNESCO into the "Global Learning Cities Network," now the Son La Learning Community Alliance, encompassing the wards of To Hieu, Chieng Sinh, Chieng Coi, and Chieng An. This is a great honor and source of pride for the Education and Training sector, recognizing the persistent efforts of the locality in building a learning community. Implementing the "Building a Learning Society Project giai đoạn 2021-2030" in the province, the work of building a learning society continues to be promoted, mobilizing the participation of all levels, sectors, and localities in the province, implementing practical solutions, encouraging lifelong learning, and creating conditions for people to learn anywhere, anytime, in forms suitable for the digital transformation era.
In the coming period, in the new phase of building a learning society, the Provincial Association for the Promotion of Learning will continue to strengthen propaganda and mobilization to implement learning promotion movements, replicate good models and effective methods, and annually review and recognize the titles of learning citizens, families, and clans; proactively and actively coordinate with the Department of Education and Training to build a truly sustainable learning society. The work of promoting learning and talent is a journey of sowing seeds of faith, nurturing aspirations, and building a knowledge-based community. The "flames" of studiousness being lit in villages have created generations of learning citizens with knowledge, character, and aspirations, contributing to the implementation of the Resolution of the 16th Provincial Party Congress and building Son La province into a green, rapid, and sustainable development./.
