The government has just issued Decree No. 182/2026/ND-CP stipulating the preferential allowance regime for teachers, educational institution managers, and educational support personnel working in public educational institutions (Decree 182).

For the first time, education support staff will receive allowances.

The Ministry of Education and Training stated that, in accordance with the roadmap for implementing Resolution 71 of the Politburo on breakthroughs in education and training development, and to suit the socio-economic development conditions of the country, Decree 182 has stipulated preferential allowances for specific professions ranging from 20% to 80%, determined according to the beneficiary, educational level, type of educational institution, nature of work, and geographical location.

Notably, for the first time, educational support staff in public educational institutions are included in the list of those eligible for preferential professional allowances at a rate of 20%. "This is a noteworthy new point of the decree, demonstrating recognition for the staff involved in supporting educational activities in schools," the Ministry of Education and Training stated.

According to the Ministry of Education and Training, Decree 182 adjusts the preferential allowance rates for certain groups of teachers and specialized educational institutions compared to previous regulations. Accordingly, teachers teaching in preschools and primary schools are entitled to an allowance of 45%.

Teachers working in preschools and primary schools located in communes classified as Zone I and Zone II in ethnic minority and mountainous areas; island communes, and border communes are entitled to a 60% allowance.

Teachers and educational administrators working at gifted sports schools, gifted arts schools, and ethnic boarding schools are entitled to a 60% allowance.

For teachers and educational administrators working in ethnic boarding schools, boarding schools, specialized high schools, pre-university schools, Friendship School 80, Friendship School T78, Viet Bac Highland High School; schools and classes for people with disabilities and some other specialized educational institutions, the preferential allowance based on profession is 80%.

The decree also adds an 80% allowance for teachers teaching in preschools, primary and secondary schools, vocational high schools, and special schools located in areas with particularly difficult socio-economic conditions as defined by the Government.

Another notable change is that teachers specializing in teaching students with disabilities in classes specifically for students with disabilities, where 70% or more of the students are disabled, will receive a 70% allowance. For inclusive classes, the allowance is determined by the percentage of students with disabilities in the class, ranging from 35% to 65% for specialized teachers and from 5% to 35% for non-specialized teachers, based on the actual teaching hours.

The preferential allowance includes the summer vacation period.

The decree stipulates that the monthly occupational incentive allowance is calculated based on the current salary coefficient, leadership position allowance, seniority allowance exceeding the standard rate (if any), retained differential coefficient (if any), multiplied by the base salary and the corresponding occupational incentive allowance.

Occupational incentive allowances are paid together with monthly salaries, including during summer vacation, and are not used for calculating social insurance contributions or benefits.

The decree also stipulates the principle that only the highest level of professional incentive allowance is granted if one simultaneously belongs to multiple eligible categories; the principle of retaining allowances when being transferred to another position; and the principle of receiving allowances for teachers teaching in multiple schools and educational institutions with multiple campuses or branches.

Decree 182 takes effect from July 7th. The preferential allowances based on occupation will be implemented from January 1st, 2026.
