Women in the People's Public Security Force possess unique characteristics: compassionate but not weak, gentle but not sloppy, emotionally rich yet highly disciplined, and very strong-willed when faced with demanding tasks. This is a special advantage that, if properly utilized, will create immense soft power for the force.

In the context of the country and the People's Public Security Force implementing many important political tasks; carrying out the restructuring and streamlining of the organizational apparatus according to the two-tiered administrative model, the work of the Women's Association and the Women's Movement of the People's Public Security Force has not only strived to fulfill its tasks, but has also proactively adapted, innovated, and made breakthroughs, leaving clear, profound and far-reaching imprints.

The outstanding achievements of the Women's Association of the People's Public Security Force in recent times are not only measured by the number of activities and movements, but also affirmed by its strategic advisory role, modern management capacity, enduring humanistic values, international integration capabilities, and soft power in building public support; thereby reflecting the shift from organizing movements to advising, creating, and managing movements, creating a solid foundation for the next stage of development.

The past year marked a significant turning point in the work of the Women's Association and the Women's Movement within the Public Security Forces, as the Women's Committee of the Public Security Forces clearly affirmed its strategic advisory role in Party building and force building, through the successful direction and organization of Women's Congresses at all levels.

Notably, this includes a shift in the role of the women's association: from primarily implementing movements to directly participating in the design, operation, and quality assurance of important political events within the People's Public Security system. The successful organization of the 10th Congress of Women's Representatives of the Ministry of Public Security , and for the entire 2025-2030 term, is a vivid example.

Digital transformation and the application of artificial intelligence (AI) have become a pervasive method of operation throughout the entire work cycle, marking a fundamental shift in the leadership and management of the Women's Association and the Women's Movement within the Public Security Force; from direction, management, reporting, and data compilation to information and communication work.

Digital transformation has contributed to the formation of a sustainable "digital support system" – where the association's staff, mostly women, work quietly behind the scenes of data systems and digital platforms, ensuring that operational directives are issued smoothly and the movement is implemented synchronously and effectively nationwide.

Organizing the training course "Women in the People's Public Security Force and AI - Accompanying the Digital Age" for nearly 300 officers and members in 2025 will not only equip them with new technological knowledge, but more importantly, change their management mindset, helping the officers proactively adapt to the digital transformation requirements of the Public Security force in the new phase.

The most profound impact and lasting effect on the work of the Women's Association and the Women's Movement of the People's Public Security in 2025 is the remarkable development of the "Godmother" Program.

The "Godmother" program, activities caring for vulnerable women and children, are not easy to implement, nor do they yield short-term achievements. However, their social and political value is immense, clearly demonstrating the "serving the people" spirit of the force, and also showcasing the identity and social responsibility of women in the People's Public Security Force.

The consistent approach of the Women's Committee of the People's Public Security Force is to avoid spreading resources too thinly or superficially, focusing on the right target groups, the right needs, and the right time, linking immediate support with long-term solutions; as a result, social welfare activities go beyond simply "giving gifts," to giving trust, opportunities, and a future.

From providing immediate support to partnering in sustainable development, harmoniously integrated with other humane social welfare programs of female police officers, the program has so far sponsored 1,851 orphaned children and those in particularly difficult circumstances across the country, with support ranging from 500,000 to 1,500,000 VND per month, totaling nearly 25 billion VND in mobilized funds.

Many of the sponsored children have made remarkable progress in their studies and personal development; some have achieved excellent results and passed university entrance exams; and some have been admitted to the Communist Party of Vietnam while still in high school.

On November 11, 2025, two exemplary sponsored children of the program, Nguyen Phu Binh (Muong ethnic group, Phu Tho province) and Ma Thi Dao (Nung ethnic group, Cao Bang province), officially received their admission decisions to the People's Police Culture School, becoming the first two students of the "Godmother" Program to be recruited into the police force.

Inseparable from the "Godmother" program, the social welfare work of female police officers is also implemented using an ecosystem approach, linking many meaningful programs and models: "Accompanying women in border areas," "Shelter of love," "Eliminating temporary and dilapidated houses," supporting the construction and repair of houses for poor women and families entitled to preferential policies, creating a sustainable foundation for stable housing.

In addition, activities supporting and assisting officers, soldiers, and people in areas affected by natural disasters and floods, promptly sharing and overcoming the severe consequences caused by natural disasters, demonstrate the spirit of "when the people need help, when the people are in difficulty, the police are there."

Major General Ngo Hoai Thu, Deputy Director of Political Affairs and Head of the Women's Committee of the People's Public Security, affirmed: A very noteworthy point in the work of the women's association and movement in recent times is the preservation of cultural foundations, especially the basic and fundamental culture of Vietnamese women within the People's Public Security environment. Culture here is not just slogans, but the way of thinking, doing, and behaving in performing duties.

The 2026 work program of the Women's Association and Women's Movement of the Ministry of Public Security has clearly identified 5 key tasks and 3 breakthroughs. According to Lieutenant Colonel Nguyen Thi Que, Deputy Head of the Women's Committee of the People's Public Security, from the beginning of 2026, the Women's Association will launch a major campaign, with a series of activities for "Humanitarian Day," focusing on caring for the lives of female officers and members of the People's Public Security; caring for vulnerable women and children; and ensuring that no one is left behind during the traditional Lunar New Year of the Year of the Horse.

Furthermore, women's associations at all levels continue to participate deeply and responsibly in the "Not Alone" campaign, protecting women and children in cyberspace – a new and challenging front that requires the involvement of intelligence, courage, and humanity.

Entering 2026, the first year of implementing the Resolution of the 14th National Congress of the Party, the requirements for the work of the Women's Association and the Women's Movement in the People's Public Security Force are geared towards higher quality, clearer alignment with political tasks, and more measurable results.

Accordingly, the association's activities will continue to focus on promoting digital transformation and foreign language learning; applying digital technology in management and administration; social welfare and public relations programs, strongly oriented towards grassroots levels and disadvantaged areas; effectively and sustainably implementing exemplary models such as "Godmotherhood," "Day of Compassion," and "Accompanying Women in Border Areas," closely linked to building a strong foundation of public support, contributing to maintaining security and order at the grassroots level.

At the same time, we must build a team of truly capable, intelligent, responsible, and reputable female cadres at all levels, meeting the requirements of the tasks in the new situation; focusing on identifying, nurturing, and developing a pool of female cadres; contributing to the effective implementation of the strategy for female cadre work in the People's Public Security, both in the short and long term.
