Accordingly, the Department of Education and Training requests the People's Committees of communes and wards, and educational institutions in the province to immediately implement measures to prevent and combat drowning among children and students. They should continue to thoroughly understand and strictly implement Directive No. 23/CT-TTg dated May 26, 2020, of the Prime Minister on strengthening measures to ensure the realization of children's rights and protection; Telegram No. 40/CĐ-TTg dated May 19, 2026, of the Prime Minister on strengthening the prevention and combat of drowning among children; Document No. 1554-CV/TU dated May 20, 2026, of the Phu Tho Provincial Party Committee on strengthening the prevention and combat of drowning among children; and Directive No. 15/CT-UBND dated May 21, 2026, of the Phu Tho Provincial People's Committee on strengthening the prevention and combat of drowning among children in the province.

The Department of Education and Training requires 100% of units and schools to develop specific plans to strengthen information dissemination, education, and raise awareness and responsibility among teachers, parents, and students regarding drowning prevention; and to promote coordination between schools and families in exchanging information and managing students both during school hours and at home.
Regularly urge, inspect, and supervise the implementation of child drowning prevention work in units and schools, and take measures to handle units and individuals that do not strictly implement the propaganda and education work on child drowning prevention. 100% of schools will organize students to sign a commitment not to go swimming or bathing in rivers, streams, ponds, lakes, or dams without adult supervision before the summer break of the 2025-2026 school year.
One of the key focuses is the effective implementation of the training program to enhance knowledge and skills in preventing and responding to drowning among students in general education schools in 2026. Schools are required to organize mass training and report on the results before June 1, 2026. In particular, 100% of educational institutions will organize online quizzes for students on knowledge and skills in preventing and responding to drowning, following the Ministry of Education and Training's guidelines for safe swimming instruction. This activity must be completed before May 30, 2026.
The Department of Education and Training also requested schools to coordinate with families, organizations, and specialized units to organize safe swimming lessons and rescue skills training for students; and to inspect and issue certificates of completion for the safe swimming program according to the regulations of the Ministry of Education and Training.
Along with skills education, student management during the summer is given special attention. Educational institutions are handing over students to their local communities for summer activities in 2026; coordinating student attendance checks at the beginning of each school day, and maintaining two-way communication between the school and families to promptly remind and manage students to comply with regulations on preventing drowning.
