Action plan to concretize objectives, tasks and solutions stated in Resolution No. 31-NQ/TW; clearly define the main tasks, show specific and practical solutions associated with the organizational plan according to an appropriate roadmap to achieve the objectives of the Resolution.

In order to achieve the above specific goals and targets, in the coming time, in addition to regular tasks, ministries, branches, government agencies, and the People's Committee of Ho Chi Minh City need to concretize and organize the implementation of tasks and solutions.
One of the tasks and solutions to implement the Resolution is to focus on rapid and sustainable economic development on the basis of innovating the growth model, restructuring the economy, improving productivity, quality, efficiency and international competitiveness, mobilizing and effectively using all resources.
Specifically, the overall economic restructuring associated with the renewal of the growth model based on the knowledge economy, application of science and technology, innovation and high labor productivity.
Planning and model transformation of hi-tech parks, industrial parks and export processing zones towards the development of high technology, creativity, digital economy, green economy, circular economy; select products and stages with high added value to join regional and global value chains.
To restructure and improve the efficiency of agricultural production in the direction of promoting the potential and advantages of the City, developing urban and ecological agriculture; to build rural areas for comprehensive and sustainable development in association with urbanization. To develop Thu Duc city into a new growth pole, an innovative, highly interactive city, the nucleus of Ho Chi Minh City's socio-economic promotion.
To focus on building the city into a large service center of the country and the region with high-class and modern service industries; forming an international exhibition center; have appropriate mechanisms, policies and technical infrastructure to soon successfully build the Ho Chi Minh City International Finance Center.

To attract foreign investment selectively in the direction of prioritizing projects with high technology, modern governance and spillover effects, closely connected with the domestic economy; developing supporting industries to connect Vietnamese enterprises with FDI enterprises. Promoting the role of driving force and leading of public investment, combining with freeing capital from the private sector, foreign investment, donors and international financial institutions. Effectively implement public-private cooperation in mobilizing social capital and investing in the development of industrial and service infrastructure. Invest in completing water supply, drainage, flood control and waste treatment systems; strictly manage the exploitation and use of underground water; strengthen the system of coastal dykes, tidal sluices, riverside irrigation works in service of flood control, basically solving the flooding situation, effectively responding to climate change and sea level rise; prevent deterioration of water resources and ensure water security; mangrove ecosystem protection, Can Gio Biosphere Reserve.
Focus on investment in development and upgrading of the city's socio-economic infrastructure system to ensure overall, synchronous and modern; in which, focusing on rationally allocating capital from the state budget, combining with promoting the mobilization of social resources for technical infrastructure projects, especially in the form of public-private partnership (PPP).
Prioritize investment in the development of synchronous and modern transportation, energy and telecommunications infrastructure; ensure access to sustainable, reliable and affordable energy. Mobilizing international resources to accurately assess the potential of wind and solar power to support energy conversion.
Completing the construction of national highways and the system of connecting roads within the region and inter-region according to the planning; speeding up investment in construction of national key projects, especially ring roads 3 and 4, highways and railways from Ho Chi Minh City to Can Tho, upgrading Tan Son Nhat international airport. Promoting investment in Can Gio international transshipment port, railway network connecting Ho Chi Minh City region. Build a breakthrough mechanism to attract investment resources for development and promote socialization in the fields of: health, education and training, culture, sports, tourism,...; improve the efficiency of various types of investment linkages in these fields. Pilot application of investor selection by public-private partnership method to implement investment projects in the fields of culture, sports and science and technology.
