The "3 Self-Prevention, 3 Self-Management" model was developed based on the current requirements of grassroots social management. Rapid urban development poses many new challenges, demanding practical solutions to mobilize the active participation of the community in resolving issues arising right from the residential areas. The implementation plan of the Project aims for specific, quantifiable goals that closely reflect the lives of the people.

According to the roadmap to 2030, Lang Ward strives to achieve the following key targets: Regarding "3 self-prevention measures," 100% of households will be equipped with basic fire prevention and fighting equipment; 100% of residential areas will maintain fire safety groups and crime prevention awareness groups; and over 95% of incidents related to social evils in the community will be reduced. Regarding "3 self-management measures," over 95% of households will comply well with regulations on neighborhood order and achieve the title of "Culturally Advanced Family"; 100% of residential areas will maintain regular general environmental sanitation activities.

At the conference, the Standing Committee of the Fatherland Front Committee of the ward announced the decision to select the Fatherland Front Working Committees of residential areas No. 5 and No. 16 as pilot sites for implementing the model. The pilot process will be an important basis for the locality to evaluate, learn from experience, and refine the implementation method, with the aim of expanding the model to the entire ward from August 2026.

The "3 self-defense - 3 self-management" model is expected to help eliminate 5 "bottlenecks" in Lang Ward.

Mr. Vu Dinh Kinh, Head of the Front Committee of Residential Area 5, affirmed: "Each citizen is an eye and ear, each family is a self-governing fortress. The '3 self-defense, 3 self-management' model will become a solid foundation for building Lang Ward in general and Residential Area 5 in particular to be increasingly safe and civilized. We will simultaneously implement the 'Peaceful Lights' model, the 'Safe Inter-family Disease Prevention' model, the mural alley at 157 Chua Lang Street, along with many other unique models specific to the area."
