According to the National Center for Hydro-Meteorological Forecasting, on the morning of October 6, storm No. 11 entered the mainland of Guangxi province - China (near the Vietnam - China border area) and weakened into a tropical depression. However, according to the forecast, the circulation of storm No. 11 will cause heavy rain and possibly thunderstorms on October 6 - 7, 2025: mountainous areas and midlands of the North will have common rainfall of 100 - 200 mm, locally there will be very heavy rain up to over 300 mm (especially the risk of heavy rain over 150 mm in 3 hours); the Northern Delta and Thanh Hoa areas will have moderate to heavy rain with common rainfall of 50 - 150 mm, locally there will be very heavy rain over 200 mm.
Faced with that risk, the People's Committee of Nung Tri Cao ward issued an urgent notice, requesting all local forces to urgently deploy storm prevention work and evacuate people.
According to the ward's review, there are more than 60 households in the area located along rivers, steep hillsides or dilapidated level 4 structures, with potential risks of landslides and deep flooding. These households are required to complete the evacuation of people and property from the danger zone before 6:00 p.m. on October 5. The ward has arranged more than 20 temporary evacuation points at cultural houses of residential groups, schools, agency headquarters and public facilities with conditions to ensure safety. The list of households to be evacuated is made specifically for each residential group, along with the assignment of tasks to support the evacuation of people, property, livestock and poultry. Some groups have a large number of households to be evacuated such as Group 12 (7 households), Group 13 (8 households), Group 22 (11 households), Group 4 and Group 6, each with 5-6 households. In particular, at Group 8, in addition to 2 households, the authorities also required moving all livestock and poultry out of the barn area at risk of landslides to ensure the safety of the animals.
Chairman of the People's Committee of Nung Tri Ward Cao Hoang Hung Vi said: We have identified the evacuation of people as a key task that needs to be implemented decisively, without delay. All residential groups have been mobilized to join in, coordinating with the police force, militia, and youth union to support households in evacuating people and property before the storm hits. The ward's viewpoint is "absolutely no human loss".
To ensure effective storm prevention and control, the Ward Civil Defense, Disaster Prevention, Search and Rescue and Rescue Command has been activated to be on duty 24/24 hours. The Ward Police and Military forces are stationed at key areas, ready to support evacuation, rescue, and ensure security and order during the evacuation process. The Ward Health Station arranges medical staff at evacuation points, prepares medicine, clean water, and medical equipment to ensure first aid and health care for people, especially the elderly, children, and pregnant women. Along with that, the Department of Culture - Society and the Ward Fatherland Front Committee have mobilized philanthropists, agencies, and organizations to donate necessities, blankets, and essential foods to support the evacuation.
Ms. Nguyen Thi Quyen, group 12, one of the riverside areas at risk of deep flooding, shared: As soon as the government announced, we were instructed to move to the group's cultural house. The youth union and militia forces arrived very quickly to help clean up and move belongings, so everyone felt secure.
In addition to the evacuation work, the Ward People's Committee also directed the inspection and reinforcement of public works, schools, agency headquarters, electricity systems, urban trees; advised people not to go out when there is strong wind, not to go through overflows, deep streams, landslide areas; at the same time, increased propaganda on the ward's loudspeaker system and residential group information groups.
The highlight of the work of preventing and fighting storm No. 11 in Nung Tri Cao ward is the proactiveness and close coordination between forces. Immediately after receiving the telegram from the Prime Minister and the directive document of the province, the Party Committee, People's Council, and People's Committee of the ward held an urgent meeting, assigning specific tasks to each member of the PCTT Command Committee and each residential group. Mass organizations such as the Youth Union, Women's Union, Veterans Association, Farmers' Association, etc. were all mobilized to participate in supporting the transportation of belongings, taking care of the elderly and children, and helping people reinforce their houses. In particular, the youth union members also organized quick response teams at key points, ready to support when incidents occur.
Ms. Nguyen Thi Dung, Secretary of Party Cell 27, shared: The ward gave us detailed instructions on how to make a list of households that need to be evacuated, gathering points, and safety plans. Thanks to doing it early and carefully, when the evacuation order was given, people were very proactive and no longer panicked.
Information and propaganda work is focused on with the motto "going to every alley, knocking on every door, checking every subject". The head of the residential group and grassroots cadres directly go to each household to mobilize and remind. Thanks to that, people raise their awareness of prevention, proactively move their assets and livestock to safe places, and minimize damage.
In the coming days, the ward will continue to maintain its on-duty force, closely monitor weather developments, and promptly handle any arising situations. At the same time, the ward will coordinate with specialized agencies to review high-risk constructions and residential areas to develop long-term prevention and control plans, especially during the upcoming rainy and stormy season.
Experience from previous storms shows that only by being proactive early and taking precautions from afar can damage be minimized. Proactive evacuation of people and property is not only a temporary measure before the storm, but also a fundamental preparation step, demonstrating the government's responsibility in protecting the people. Prevention is better than response, being proactive early to minimize damage and protect people's safety.
