Also attending were members of the Politburo : Nguyen Trong Nghia, Secretary of the Central Committee of the Party and Head of the Central Propaganda Department; General Phan Van Giang, Deputy Secretary of the Central Military Commission and Minister of National Defense; Nguyen Xuan Thang, Director of the Ho Chi Minh National Political Academy; and Secretaries of the Central Committee of the Party: Le Hoai Trung, Head of the Central Foreign Affairs Department; Lieutenant General Trinh Van Quyet, Head of the General Political Department of the Vietnam People's Army. Also present was Vice Chairman of the National Assembly Tran Quang Phuong; and over 600 delegates from central and local departments, ministries, and agencies.
In his opening remarks at the seminar, General Phan Van Giang emphasized that 80 years ago, on December 22, 1944, in the forest between the two communes of Hoang Hoa Tham and Tran Hung Dao in Nguyen Binh district, Cao Bang province (now Tam Kim commune, Nguyen Binh district, Cao Bang province), the Vietnam Propaganda and Liberation Army – the first main force of the Vietnam People's Army – was established according to the directive of Leader Ho Chi Minh . Comrade Vo Nguyen Giap was commissioned by the Central Party Committee and Leader Ho Chi Minh to organize, lead, command, and declare the establishment of the Army. At the founding ceremony, the Army had 34 officers and soldiers, organized into 3 platoots, with Comrade Hoang Sam as the Team Leader, Comrade Xich Thang as the Political Commissar, and a Party cell providing leadership.
General Phan Van Giang affirmed that, under the leadership, guidance, education , and training of our Party, headed by President Ho Chi Minh, and with the support and assistance of the people, over the past 80 years, our Army has continuously grown stronger and more mature, maintaining and developing the essence and traditions of Uncle Ho's soldiers, effectively fulfilling its functions as a fighting force, a working force, and a productive labor force, and successfully completing all tasks entrusted by the Party, the State, and the people.
General Phan Van Giang stated that today's scientific conference is of immense significance in continuing to comprehensively, deeply, and fully research the strategic vision and correct leadership of the Communist Party of Vietnam and President Ho Chi Minh regarding the Vietnam People's Army and the military and national defense cause. It is also an opportunity for us to express our gratitude and remembrance to President Ho Chi Minh—the beloved Father of the People's Armed Forces—and General Vo Nguyen Giap—the elder brother of the Vietnam People's Army—along with countless officers and soldiers who fell for the independence, freedom, and unification of the Fatherland.
General Trinh Van Quyet, Secretary of the Central Committee of the Communist Party of Vietnam, Standing Member of the Central Military Commission, and Head of the General Political Department of the Vietnam People's Army, stated that the seminar aims to research, clarify, and affirm the important achievements in 80 years of building, fighting, maturing, and winning of the Vietnam People's Army, and 35 years of implementing the National Defense Day. Through this, promoting the great value and precious lessons learned is extremely necessary and significant both theoretically and practically.

Attending and giving a keynote address at the seminar, President Luong Cuong affirmed that over the past 80 years, under the absolute and direct leadership of the Party in all aspects, the centralized and unified management of the State, the direct coordination in all aspects of central and local ministries and agencies, the love, support, and assistance of the people, inheriting and developing the patriotic tradition and the essence of Vietnamese military art, the Vietnam People's Army has overcome countless difficulties and trials, rapidly matured, defeated French colonialism, American imperialism, and other invading and hostile forces, leaving its mark in history with glorious victories, most notably the Dien Bien Phu Campaign in 1954 and the Great Victory of Spring 1975.
The President stated that throughout the wars of resistance against foreign invaders and the defense of the Fatherland, generations of officers and soldiers of the Vietnam People's Army, with their talent, intelligence, courage, and unwavering determination to fight and win, have built a heroic tradition, always worthy of the praise of beloved Uncle Ho: "Our army is loyal to the Party, devoted to the people, ready to fight and sacrifice for the independence and freedom of the Fatherland, for socialism. They complete every task, overcome every difficulty, and defeat every enemy," and the noble title of "Uncle Ho's Soldiers" that the people affectionately honor, always the heroic army of the heroic Vietnamese nation.
The President suggested that the seminar focus on discussing and deepening the scientific and practical significance of the issue. This includes reaffirming the absolute and direct leadership of the Communist Party of Vietnam over the people's armed forces and the cause of national defense and security in all aspects. This is a consistent principle throughout the Vietnamese revolution, a decisive factor in all victories, ensuring the people's armed forces grow stronger and more mature, and successfully fulfill the historical mission entrusted to them by the Party, the State, and the people.
The President emphasized that the Party, the State, and the people trust that the Vietnam People's Army will continue to uphold its heroic traditions and glorious achievements, continue to achieve outstanding victories, and together with the entire nation, enter a new era, an era of national progress for Vietnam, building and firmly defending the Fatherland.
Speaking at the conference, Politburo member, Director of the Ho Chi Minh National Political Academy, and Chairman of the Central Theoretical Council Nguyen Xuan Thang affirmed that, over 80 years of building, fighting, and maturing, the Vietnam People's Army has highly promoted the tradition of patriotism and revolutionary heroism, excellently fulfilling all tasks entrusted by the Party, State, and people, writing a glorious tradition and a glorious cause; it has earned the trust and support of the people, and has been bestowed the noble title of "Uncle Ho's Soldiers".
