Lieutenant General Ha Tho Binh, Deputy Secretary of the Party Committee and Commander of Military Region 4, and Major General Doan Xuan Buong, Secretary of the Party Committee and Political Commissar of Military Region 4, co-chaired the meeting.

Attending the meeting were delegates including generals and senior military officers from various periods, currently residing in the provinces of Thanh Hoa, Nghe An, Ha Tinh , Quang Tri, and Hue City.

At the meeting, Major General Doan Xuan Buong, Secretary of the Party Committee and Political Commissar of Military Region 4, provided an overview of the global, regional, and domestic situation, as well as the military situation; he also reported on some key aspects of the results of the military and national defense tasks performed by the armed forces of Military Region 4 in the past period.

In an open and sincere atmosphere, retired and former senior military officers contributed many heartfelt opinions and shared valuable experiences, helping to build the Army and the Armed Forces of the Military Region to meet the requirements and tasks in the new period.

Major General Doan Xuan Buong, Secretary of the Party Committee and Political Commissar of Military Region 4, provided a general overview of the global , regional, domestic, and military situation.

Speaking at the meeting, Lieutenant General Ha Tho Binh, Commander of Military Region 4, respectfully thanked and acknowledged the attention, companionship, and support of former commanders of the Military Region Command, generals, and senior officers of the Army throughout the years.

The Commander of Military Region 4 affirmed that the responsible and dedicated contributions of previous generations are a great source of encouragement, further strengthening the faith and will of the officers and soldiers of the armed forces of Military Region 4 to overcome difficulties and successfully complete many tasks with outstanding results.

Lieutenant General Ha Tho Binh emphasized that, along with the efforts of the entire force, the intellectual contributions and practical experience of generals and senior military officers have significantly contributed to improving the quality of training and combat readiness; building increasingly solid defense zones; and consolidating the organization of local military agencies when implementing a two-tiered local government system, ensuring timeliness and effectiveness.

The construction of the Military Region's armed forces to be "lean, efficient, and strong," progressing towards modernization, has achieved many clear results. The organization of Party congresses at all levels for the 2025-2030 term and the 12th Party Congress of the Military Region was conducted meticulously, democratically, and successfully, with a high percentage of votes of confidence. The Standing Committee of the Central Military Commission assessed it as a model and exemplary congress throughout the entire army.

The Commander of Military Region 4 affirmed that opinions and recommendations falling under the authority of the Party, the State, the Central Military Commission, and the Ministry of National Defense will be compiled and fully reported; those directly related to the development of the Military Region's armed forces will be considered, concretized, and implemented in the coming time.

He expressed his hope to continue receiving the attention and intellectual contributions of previous generations of officers, contributing to building the armed forces of Military Region 4 into an increasingly strong force, worthy of its glorious tradition, and successfully fulfilling all assigned tasks.
