At the dialogue session, Lieutenant General Ho Van Thai, Secretary of the Party Committee and Political Commissar of Military Region 9, and other delegates listened to and directed many important issues regarding force building, streamlining the apparatus, and promoting the ownership rights of officers and soldiers.
According to a report by the Can Tho City Military Command, in the first nine months of 2025, the entire force organized 154 democratic dialogues with more than 4,200 officers and soldiers participating, recording 345 opinions and feedback. The content focused on practical issues such as policies and regulations, regular discipline, personnel work after mergers, working conditions, living conditions, accommodation, etc.

All opinions were seriously considered and adequately addressed by the Party committees and commanders of agencies and units, thereby creating high consensus and unity throughout the entire force.
Following the organizational merger aimed at streamlining the apparatus, the City Military Command proactively arranged stable workplaces, accommodation, and meals for its officers and soldiers; ideological and organizational work was also ensured in a timely and proper manner.

In his directive speech, Lieutenant General Ho Van Thai highly appreciated the thorough preparation, the comprehensive content of the report, and the focused opinions expressed, demonstrating responsibility and a constructive spirit towards building the unit.
The comrade emphasized: Implementing grassroots democracy is not only a political requirement, but also a key factor in improving the overall quality and combat strength of the armed forces. Democracy must go hand in hand with discipline; democracy must be implemented genuinely, not formally, and without avoiding pressing and urgent issues from the grassroots.

Regarding future tasks, the Political Commissar of the Military Region requested the Can Tho City Military Command to focus on successfully completing the regional defense exercise at the units selected as pilot sites of the Military Region, and to continue effectively implementing documents on practicing democracy in the Army.
At the same time, it is necessary to strongly apply information technology in ideological work and troop management, moving towards deploying "digital political commissars" and "digital soldiers" models to accurately understand the ideological situation and aspirations of soldiers, and promptly handle issues arising from the grassroots level.

Lieutenant General Ho Van Thai also emphasized the need to promote the exemplary role of leading officials at all levels, strengthen political, moral, and lifestyle education , and prevent and repel manifestations of degradation, "self-evolution," and "self-transformation."
At the same time, we must resolutely combat any manifestations of exploiting democracy to sow internal discord and distort the policies and guidelines of the Party, the State, and the Army.
