Recently, construction activities have developed strongly throughout the province, in both public investment and residential sectors. The issuance of construction practice certificates is a necessary condition for investors to select consulting firms and lead personnel with sufficient qualifications and capabilities to meet professional requirements, contributing to improving the quality of design documents and construction projects.

In fact, at some construction projects in the province, construction activities are becoming increasingly professional and faster through a system of design consulting, construction consulting, detailed drawings, interior and exterior architecture, etc. Mr. Vu Huy Hoang, the owner of a company currently constructing a small-scale handicraft production workshop in Yen My town (Yen My district), said: “As soon as we intend to build a workshop, the business owner must contact a design consulting unit to design the workshop based on the type of production, scale, and construction area. The design ensures professional requirements, suitability for the production industry, and safety during use. After receiving the detailed drawings, the construction unit will coordinate and implement the construction according to the design.”
However, there are still cases of construction work being carried out without a license, and people working in the construction, design, and execution fields without the necessary certifications. This directly affects the quality, safety, and sustainability of construction projects. According to Article 62 of Government Decree No. 15/2021/ND-CP dated March 3, 2021, on the management of construction investment projects, the construction practice certificate is specifically regulated as follows: A construction practice certificate is granted to individuals who are Vietnamese citizens, Vietnamese people residing abroad, and foreigners legally engaged in construction activities in Vietnam to assume the positions or practice independently as stipulated in Clause 3, Article 148 of the 2014 Construction Law, as amended and supplemented by Clause 53, Article 1 of the 2020 amended Construction Law. The fields and scope of construction activities covered by the practice certificate are in accordance with the provisions of Appendix VI of Decree No. 15/2021/ND-CP. Consulting activities related to architecture and fire prevention and fighting are carried out in accordance with the laws on architecture and fire prevention and fighting. Professional licenses are valid for 5 years upon initial issuance, license category adjustment, or license renewal.
In the province, there are currently over 600 construction businesses that have been licensed by the relevant authorities. Along with these are thousands of construction workers. To ensure the quality of construction practice, the Department of Construction organizes 2 to 3 certification exams annually for those who need them. Since the beginning of the year, the department has held two exams, each with over 100 participants. Comrade Tran Van Truong, a member of the Examination and Supervision Team of the Council for Granting Professional Practice Certificates and Construction Activity Capacity Certificates (Department of Construction), stated: “Before each examination session, the department provides specific information on its website so that people can understand and register to participate. The review questions are based on the content of Decision No. 702/QD-BXD dated June 9, 2021, of the Ministry of Construction, which announces the adjustment of the set of questions for examinations to grant professional practice certificates in construction activities as stipulated in Government Decree No. 15/2021/ND-CP dated March 3, 2021. The online examination room for granting professional practice certificates in construction is located at the Department of Construction and is fully equipped with information technology equipment to support the examination.”
To meet construction requirements, there are dozens of different types of construction activity certificates, such as in design, design supervision, project management, etc. The current examination and certification process for construction professionals has been reformed and digitized, meeting practical needs and providing maximum support for candidates. Citizens submit applications at the Provincial Public Administration Service and Administrative Procedure Control Center; 100% of the registration steps can be done online. Applications are compiled and sent to the Council for the Examination and Certification of Construction Professionals and Capacity under the Department of Construction; individuals registering for the exam are provided with an account and password to log into the examination software.
Through the examination process, the practice of granting certificates based solely on legal documents provided by individuals and organizations has been rectified. Furthermore, the professional certificate numbers and operational capacity of individuals and organizations will be publicly posted on the websites of the Department and the Ministry of Construction, helping investors select reliable and capable contractors in bidding processes, thereby contributing to improved construction quality.
According to the Construction Law, in the coming period, post-licensing inspections for construction practice certificates will be tightened with the following regulations: Specialized agencies under the Ministry of Construction have the authority to examine and issue Class 1 construction practice certificates; the Department of Construction and professional social organizations meeting the conditions stipulated by the Government have the authority to examine and issue construction practice certificates for the remaining classes. This will tighten management of the quantity and quality of the workforce involved in construction consulting activities, ensuring the quality of consulting, the quality of construction projects, and the efficiency of investment.
