On the morning of June 18, in Ho Chi Minh City, the Ministry of Transport coordinated with the People's Committee of Ho Chi Minh City and the provinces of Ba Ria-Vung Tau, Dong Nai, Binh Duong , and Dak Lak to simultaneously organize the groundbreaking ceremony of 3 key transport projects: Ho Chi Minh City Ring Road 3 construction investment project, Bien Hoa-Vung Tau expressway construction investment project and Khanh Hoa-Buon Ma Thuot expressway construction investment project phase 1.

At the main bridge in Ho Chi Minh City, Prime Minister Pham Minh Chinh attended and delivered a speech; also attending were comrades: Le Hong Anh, former Standing member of the Secretariat; Nguyen Van Nen, Politburo member, Secretary of the Ho Chi Minh City Party Committee; at the bridge in Ba Ria-Vung Tau, Deputy Prime Minister Tran Hong Ha; representatives of leaders of ministries, departments, branches, and central agencies at the bridge points.

The ceremony was broadcast live from the main bridge in Ho Chi Minh City (groundbreaking ceremony of the Ring Road 3 Project) connecting with bridges in Ba Ria-Vung Tau province (groundbreaking ceremony of the Bien Hoa-Vung Tau Expressway Project) and Dak Lak (groundbreaking ceremony of the Khanh Hoa-Buon Ma Thuot Expressway Project).

Pursuant to Resolution No. 57/2022/QH15 dated June 16, 2022, the National Assembly decided on the investment policy of 76.34km of Ring Road 3 passing through Ho Chi Minh City. On that basis, the Government issued Resolution No. 105/NQ-CP dated August 15, 2022 for implementation.

Accordingly, the project passes through 4 localities: Ho Chi Minh City (47.35km), Binh Duong province (10.76km), Dong Nai (11.26km) and Long An (6.81km) with a total investment of 75,378 billion VND from the central budget and local budgets; divided into 8 construction component projects, 4 compensation, support and resettlement component projects in 4 provinces and cities. The project has a scale of the completed phase of 8 expressway lanes, 100km/h expressway level; investment preparation and project implementation from 2022, basically completed in 2025 and put into operation from 2026.

The Bien Hoa-Vung Tau Expressway Project Phase 1 was approved by the National Assembly in principle for investment on June 16, 2022 in Resolution No. 59/20022/QH15. Pursuant to the National Assembly Resolution, the Government issued Resolution No. 90/NQ-CP dated July 25, 2022 to implement the project with the required progress of basically completing it in 2025 and putting the entire project into synchronous operation in 2026.

The project has a total length of 53.7km (Dong Nai province 34.2km, Ba Ria-Vung Tau province 19.5km); the total investment of the project is more than 17,837 billion VND; in phase 1, the project has a scale of 4 to 6 lanes depending on each section; the land use demand of the project is about 519.64ha.

On June 16, 2022, the National Assembly issued Resolution No. 58/2022/QH15 on investment in the Khanh Hoa-Buon Ma Thuot Expressway Project, Phase I. On that basis, the Government issued Resolution No. 89/NQ-CP dated July 25, 2022 to implement with the goal of basically completing some sections with high traffic volume by 2025, basically completing the entire route by 2026 and completing and putting the entire project into synchronous operation by 2027. Scope, scale, investment form: investing about 117.5 km, divided into 3 component projects in the form of public investment; preliminary total investment of the Project is 21,935 billion VND.

The project aims to form a horizontal axis connecting the Central Highlands with the South Central Coast, connecting with vertical axes, effectively promoting invested projects, connecting economic centers and seaports, meeting transportation needs; creating space, motivation and development space for the Central Highlands and the South Central Coast.

Speaking at the ceremony, Prime Minister Pham Minh Chinh emphasized that the 13th National Party Congress continued to identify building a synchronous infrastructure system as one of three strategic breakthroughs, prioritizing the development of a number of key national projects on transportation and climate change adaptation...

Reality has proven that transportation in general and highways, airports, and ports in particular bring about clear effects on socio-economic development. Wherever strategic infrastructure is developed, new development space will be opened up, especially in socio-economic terms; many urban areas, industrial parks, services, cultural, medical, educational institutions, and land funds are effectively exploited.

In the period 2000-2021, the whole country has invested in and put into operation only 1,163km of expressways. Meanwhile, the Resolution of the 13th National Party Congress sets a target of having about 5,000km of expressways nationwide by 2030; to achieve this target, by 2025 we need to achieve 3,000km and by 2026-2030 we need to strive to have an additional 2,000km of expressways.

Thus, in the 9-year period from 2021 to 2030, we need to deploy investment and construction of nearly 4 times the number of kilometers of expressway built in the past 20 years. We need to summarize and learn from experience to do better in the next period.

To realize this goal, the Prime Minister listed some specific milestones as follows: from the beginning of the term (2021) to now, an additional 566km of expressways have been inaugurated and put into operation, bringing the total number of expressways in the country to 1,729km. Projects under construction with a total length of 350km include: 5 component projects of the North-South expressway in the East phase 2017-2020, 229km long; My Thuan-Can Tho 23km; Ben Luc-Long Thanh 58km; Tuyen Quang-Phu Tho 40km. Projects that have started construction since the beginning of 2023 to now have a total length of 1,406km.

Thus, with 1,729km put into operation and the total length of expressways of projects under construction, which have started construction by the end of June 2023 is 1,756km; if we are determined and strive, we can basically complete the goal of having over 3,000km nationwide by 2025. In addition, a number of projects are expected to start construction from now until 2024 with a total length of about 284km, which is a premise for successfully implementing the goal of 5,000km of expressways by 2030.

In the 9-year period from 2021 to 2030, we need to invest and build nearly 4 times the number of kilometers of expressway built in the past 20 years. We need to summarize and learn from experience to do better in the next period.

To implement the Party's Resolution on highway development, the Government has directed ministries and local branches to accelerate the investment progress to complete the entire eastern North-South expressway connecting Lang Son to Ca Mau, connecting the political center of Hanoi and the economic center of Ho Chi Minh City; continue to research and deploy horizontal expressways and belt roads passing through many provinces and cities, ensuring synchronous and smooth connection between regions and the whole country, promoting socio-economic development and ensuring national defense and security of the region and the country.

The special thing about the 3 projects starting today is that the projects all apply their own unique mechanisms: promoting decentralization, whereby the locality is assigned as the competent authority to implement the project; applying the mechanism of mobilizing resources for the project combining the central and local budgets; applying the bidding designation to select contractors to construct the project, thereby shortening the preparation time for project implementation. These 3 mechanisms have all maximized their effectiveness, affirming the correctness of the Party and State in issuing new mechanisms to complete the goal of synchronous development of transport infrastructure according to the Party's Resolution.

In addition, the work of compensation, site clearance, and resettlement support for people of these projects is very difficult, complicated, and sensitive in large cities such as Ho Chi Minh City, Binh Duong, Dong Nai, Long An, Ba Ria-Vung Tau... but the localities have mobilized the entire political system to participate, with the support and sharing of the people, sacrificing personal interests for the common good, so the site clearance work of all 3 projects basically ensures progress.

In particular, for Ho Chi Minh City, in a very short time, the handover of construction site reached 87% (356ha/410ha); this is truly a miracle so far due to the complexity of site clearance through the inner city, large scale of compensation, affecting many people...

This result further demonstrates the correctness of the policy of promoting decentralization and delegation of power, for the first time assigning the management of a very large, complex, inter-regional project to the locality, specifically Ho Chi Minh City; but with the determination of the Party Committee, the government and the joint efforts, consensus and support of the people and businesses, the project has achieved initial success, which is very encouraging.

The Prime Minister emphasized that the implementation of the projects to date is thanks to the direction of the Party Central Committee, the Politburo, the Secretariat, headed by General Secretary Nguyen Phu Trong, the support of the National Assembly, the efforts of the Government, and the participation of the entire political system.

All levels and sectors, especially the Ministry of Transport and localities where the project passes through, have had to carry out a huge amount of work: implementing investment preparation, making technical designs and estimates, selecting contractors, clearing land, etc. In a very short time of about 1 year compared to the average of 2 years compared to the usual implementation, the Ministry of Transport together with ministries, sectors, localities, and related units... have made efforts to simultaneously start construction of 3 projects with the basic goal of completing them in 2025 and putting the entire project into synchronous operation in 2026. This is especially meaningful when the projects pass through the Central, Central Highlands and Southwest regions with the current number of highway kilometers still low compared to other regions.

On behalf of the Party and State leaders, the Prime Minister also thanked the people of Ho Chi Minh City and the provinces where the Projects were implemented for their willingness to give up land and move their homes to make way for the Projects.

The Prime Minister assessed that the results of today's groundbreaking ceremony were very commendable, however, this was only the first step, the upcoming work is still very large and full of challenges. That is, we must continue to clear the remaining locations, including many locations with high population density, which are prone to complaints and lawsuits; that is, we must prepare a large volume of construction materials and waste disposal sites, which requires the active participation of localities in granting mining licenses; that is, we must carry out a very large volume of construction in a short period of time and be affected by weather conditions.

Therefore, in order for the project to be completed safely, with quality and on schedule, and to meet other requirements, the Prime Minister requests:

Firstly, the Ministry of Planning and Investment, the Ministry of Finance, the Ministry of Transport, the Ministry of Natural Resources and Environment and the provinces and cities assigned as project management agencies must focus on directing and requiring the Project Management Board, supervision consultants and contractors to promote the highest sense of responsibility, develop plans and construction schedules in a scientific, detailed, appropriate and timely manner, ensuring efficiency, construction quality, aesthetics and organizing safe and smooth traffic, maintaining environmental sanitation for people around the project area; at the same time, mobilizing human resources and modern machinery and equipment to carry out construction as quickly as possible; strictly complying with technical requirements and regulations of relevant laws, especially not allowing corruption and negativity to occur.

Second, drawing on experience from the implementation of expressway projects in the past and promoting the achievements, it is recommended that relevant ministries, branches and provinces and cities direct investors, especially leaders, to closely and resolutely manage and control quality, progress and investment capital throughout the project implementation process, ensuring that component projects are completed on schedule and with required quality.

Third, design consultants and supervision consultants are required to enhance their responsibility, regularly inspect and supervise to ensure safety, quality and progress; actively prevent and combat corruption, negativity and waste...

Fourthly, the Prime Minister also requested relevant central ministries to coordinate with the ministries of Planning and Investment, Finance, Natural Resources and Environment, Transport, and the People's Committees of the 7 provinces and cities assigned to implement the project, to continue to create favorable conditions, promptly remove difficulties and obstacles, and ensure security and order so that the Project Management Board and contractors can ensure progress and efficiency.

Fifth, the People's Committees of provinces and cities will carry out site clearance and technical infrastructure relocation to ensure 100% of the site area is handed over in the third quarter of 2023. Special attention will be paid to resettlement and support for production stabilization so that people have new places to live, new jobs, new conditions, and new livelihoods that are at least equal to or better than the old place.

The Prime Minister called on people whose land had to be recovered for the project to continue to support the State's major policy, creating conditions for localities and units to construct the project promptly, safely, and with quality assurance.

Sixth, each individual involved in the project needs to raise their sense of responsibility for their work, for the industry, and even more so for the people and the Fatherland; innovate their thinking and be more creative in their thinking and working to complete their tasks well, contributing to the implementation of component projects on schedule, with quality, without waste or negativity, in the spirit of "all for the people, for the strength and prosperity of the country".

Investing in transport infrastructure is not only the task of a ministry, sector or locality, but is the top political task of localities, ministries and sectors for the practical benefit of the country and localities.

The Government will always pay attention and give strong direction to complete these 3 projects as well as other infrastructure development investment projects on schedule, with quality, aesthetics, without waste or negativity; meet the needs of socio-economic development, improve people's lives, and meet the goals set by the 13th National Party Congress and the Provincial and Municipal Party Congresses.

During the project implementation, the Prime Minister stated 6 requirements that must be strictly implemented: ensuring quality; progress; safety, technique, aesthetics, ecological environment; not unreasonably increasing capital, not dividing the bid package; fighting corruption, negativity, group interests, waste at all stages; ensuring the legitimate rights and interests of the people, ensuring the harmony of interests of the State, people, and enterprises; promptly rewarding good performance and strictly handling violations. The Prime Minister requested adequate capital allocation and ensuring the site for project construction.

In that spirit, the Prime Minister announced the simultaneous commencement of three expressway projects.
