On the first Monday of the week, at the Kim Long Ward Public Administration Service Center (merged from the wards: Long Ho, Huong Long, Kim Long), a large number of people came to do administrative procedures. The new headquarters and new procedures made many people still confused. Right at the entrance, a member of the Youth Union was on duty and kindly asked what kind of procedures and documents they needed to do. After that, another young person took charge of the flow and continued to guide people to the corresponding procedure counter.
For the elderly, using the phone to submit online applications on the National Public Service Portal or using the VNeID software is somewhat "difficult". The local youth union also arranged a separate area with 3 members to directly support the people. Ms. Nguyen Thu Trang (67 years old, Kim Long ward) shared: "Old people like me often have difficulty filling out documents, filling in the correct information is difficult, not to mention using modern software. Thanks to the guidance and support of the youth in some steps, the procedure was much faster".
Union member Le Quang Linh confided: In addition to launching the "Green Sunday" campaign to clean and renovate new offices, the union members also actively participate in supporting people at the local public administrative service center. The elderly have a slower access to technology than the young. Our responsibility is to guide and support them to complete administrative procedures as quickly, simply and accurately as possible.
Mr. Le Vu Dam, Secretary of the Kim Long Ward Youth Union, said: Based on local needs, every morning, the unit arranges about 5 members to join the youth volunteer team to support the operation of the CQDP2C model and provide online public services at the grassroots level. In the afternoon, when fewer people come to do procedures, the ward Youth Union mobilizes members and youth to "spread widely and deeply" to residential areas to propagate the contents of the CQDP2C operation as well as guide and support the installation of VNeID level 2.
In early July, with the spirit of "Youth must be a pioneering, creative force, ready to take on new tasks", 40 youth volunteer teams simultaneously launched activities to support and guide people in performing administrative procedures at the public administrative service center and one-stop shop of 40 new communes and wards in the city.

According to information from the City Youth Union, at each launch point, the youth volunteer team will have from 5 to 10 members to support people with basic operations on public devices; install and use the VNeID application, electronic identification accounts; support people in using the National and local Public Service Portal, including operations such as submitting applications online, looking up settlement results, making online payments, registering for electronic citizen accounts, etc.
The teams are arranged on a rotating or permanent basis at the one-stop-shop department at the commune and ward levels, contributing to supporting people in accessing online public services, especially the elderly and people who rarely use technology...
