Stimulate purchasing power
Since the beginning of 2025, the Government has reduced value-added tax (VAT) by 2% for a number of groups of goods and services until June 30. On June 17, the National Assembly officially passed a resolution to reduce VAT by 2% from July 1, 2025 to the end of 2026. This resolution expands the groups of goods and services subject to a tax rate of 10% to 8%, contributing to increasing purchasing power and stimulating domestic consumption.
Ms. Nguyen Thi Tien (KQH Bau Va, Thuy Xuan Ward) shared: Many people think that the 2% reduction in VAT is very small, but if calculated on the total monthly expenditure of each family, it will save a significant amount of money. For Ms. Tien, the 2% reduction in VAT will help many families balance their finances, have the conditions to buy more goods along with their monthly spending quota as before.
To stimulate consumer shopping, shopping malls and supermarkets in the area are implementing many activities to stimulate product consumption, such as discounts, points accumulation, gifts, flat-price sales, etc. Retail units and distributors are also increasing the source of essential goods, abundant, quality with stable prices.
Director of Go! Hue Supermarket, Ms. Pham Thi Thu Trang, said that from now until the end of 2025, the unit will implement many attractive promotional and incentive programs. Specifically, the programs "For Women", "Back to School" taking place in August and September; the programs "Proud of Vietnamese Products" and "Haloween Season" taking place in October; the programs "Teachers' Day"; "Christmas Season" and "Customer Appreciation" in November and December... with thousands of products discounted from 20 to 49% and gift vouchers, lucky draws...
Co.opmart Hue Supermarket also regularly works with suppliers and distributors to obtain good prices, support discount and promotion programs for consumers most months of the year. This supermarket system also focuses on promoting programs in response to the Campaign "Vietnamese people prioritize using Vietnamese goods"; connecting and supporting OCOP products from localities to display and sell in supermarkets...
Striving to achieve growth targets
In 2025, the Government aims for GDP growth of 8% or more with three main areas being domestic consumption, export and public investment. On April 4, 2025, the Ministry of Industry and Trade issued Directive No. 08/CT-BCT on continuing to promote domestic market development and stimulate consumption. Accordingly, the Ministry of Industry and Trade assigned the relevant departments and branches of the provinces and centrally run cities to strive to increase total retail sales of goods and consumer service revenue in 2025 by 12 to 22% compared to 2024.
To achieve the above goals, along with implementing the Prime Minister's direction on stimulating consumption, supporting production, business and developing the domestic market, the Department of Industry and Trade has issued a plan, coordinated the implementation of domestic trade promotion programs and Hue product promotion programs associated with the implementation of the Campaign "Vietnamese people prioritize using Vietnamese goods" in 2025.
According to the Department of Industry and Trade, the scale of domestic goods in Hue City is expanding, consumer purchasing power continues to grow impressively with a shift in consumer behavior towards essential products, health care and online shopping.
From the beginning of 2025 to present, the total retail sales of goods and social consumer services in Hue City are estimated at VND 31,961.5 billion, up 16.04% over the same period last year and reaching 46.3% of the plan; in which the total retail sales of goods are estimated at VND 22,572.3 billion, up 13.8% over the same period last year and reaching 46.9% of the plan.
Hue City currently has a rich and diverse supply of goods, so the prices of goods do not fluctuate much. Along with stabilizing the supply, price stabilization measures have also been implemented promptly, contributing to stabilizing the market. Most notably, a series of commercial and cultural events, associated with the Hue National Tourism Year 2025, have been implemented, such as the Hue Summer Promotion Season 2025 program; the Vietnamese Goods Fair 2025 - Honoring OCOP products... contributing to stabilizing the prices of goods, meeting the consumption needs of people and tourists.
From now until the end of 2025, the Department of Industry and Trade will coordinate with departments, branches and functional units to organize events such as: Conferences connecting supply and demand with provinces and cities to promote key agricultural and forestry products and local OCOP products associated with business locations, craft village tourism, rural tourism, etc.; organize international trade and tourism fairs; exhibition program of agricultural, forestry and fishery products in 2025... At the same time, research and develop a plan to implement a night shopping program at Hue traditional market; food festival at Dong Ba market; organize a program to introduce OCOP products and local specialties; promote and introduce Hue products and OCOP products on social networking platforms; launch a promotional program for the year-end shopping season, etc.
