That was the direction of Deputy Secretary of the City Party Committee, Vice Chairman of the City People's Committee Nguyen Chi Tai at the inspection session on the afternoon of October 22 in Phong Phu, Phong Quang, Phong Dinh wards - the northern gateway area of ​​the city.

In Phong Phu ward, the ward's Civil Defense Command (PTDS) informed that by the morning of October 22, the entire ward had held an urgent meeting with units, schools, residential groups (TDP), directed the inspection of electrical systems, trees, public works; requested construction contractors to temporarily stop construction, brace works, billboards, and materials to ensure safety. Propaganda work was carried out continuously through the radio and mobile loudspeaker system with a frequency of 2 hours/time.

On-site logistics plans, reserves of food, fuel, medicine, and essential supplies have been carefully prepared. Local businesses are committed to promptly supplying goods to people in case of prolonged rain and floods. The ward health station is ready with emergency personnel and equipment, promptly transferring serious cases. The ward also directed the urgent harvesting of vegetables and aquaculture areas that are ready for harvest to limit damage.

According to statistics, the entire ward has 245 boats in the lagoon area and 261 boats in the sea area that have been brought to safe shelters. The authorities regularly check, put up warning signs and absolutely require that no one stay on watchtowers or traps when the storm hits.

In Phong Quang and Phong Dinh wards, local authorities also proactively deployed plans to respond to storm No. 12, checking vulnerable areas, riverbanks, lagoons and areas at risk of coastal landslides...

According to the highest response plan, if the storm reaches level 10 or higher, Phong Quang ward plans to evacuate 57 households with 206 people, concentrated in low-lying areas and areas with temporary and weak houses. High-risk areas such as lagoon banks and near the sea are closely monitored.

At the checkpoints, Mr. Nguyen Chi Tai highly appreciated the proactive and urgent spirit of the local Party Committee and authorities in implementing response plans; especially the work of reviewing and preparing plans to evacuate people in low-lying areas and areas at risk of landslides. Wards must not be subjective in any situation, especially when storm circulation combined with cold air causes prolonged heavy rain. Each area, residential group, and household must be controlled and connected; schools, medical stations, and cultural houses need to be reviewed, reinforced, and ready to be used as temporary shelters if necessary.

On the same afternoon, Member of the City Party Committee, Permanent Vice Chairman of the City People's Committee Nguyen Thanh Binh inspected flood prevention and control work at a number of schools in Hoa Chau and Phong Dinh wards and Quang Dien, Dan Dien and Phu Vinh communes ( Hue City).

After directly inspecting the work of reinforcing the facilities and the plan to relocate teaching equipment, Mr. Binh noted: "Equipment, books, and learning tools need to be moved to higher floors, and plywood tables and chairs must have measures to prevent damage due to flooding, and must be completed quickly before heavy rains."

The city's Department of Education and Training said it has arranged staff on duty 24/7 to promptly grasp and handle arising situations. Up to now, schools have proactively reinforced and braced classrooms, multi-purpose buildings, and administrative areas; moved equipment, records, and teaching aids to higher positions; and checked the electrical system and trees on campus to ensure safety.

Commune authorities have proactively reviewed and prepared facilities and equipment for prevention and rescue in case of major floods; at the same time, they have stockpiled essential food and provisions to serve people in case of isolation.

Speaking at the conclusion of the meeting, Permanent Vice Chairman of Hue City People's Committee Nguyen Thanh Binh emphasized that these are 5 low-lying communes and wards in the northern region, often directly affected by floods. Localities must absolutely not be subjective, ensure the safety of people's lives and property, regularly update warning information on the Hue-S system; specifically review the number of households in deep flooded areas, especially those with the elderly, children, pregnant women and vulnerable groups to proactively prepare evacuation plans when necessary. "Prevention work is the key factor. With the characteristics of low-lying areas, floods often occur every year, our preparation spirit must be better and more thorough to minimize damage," Mr. Binh emphasized.

Mr. Nguyen Thanh Binh also assigned the education sector to review the entire network of schools and classes of educational and training establishments to have a plan to raise the foundation and improve the facilities in accordance with actual conditions. Based on the planning and rearrangement of 40 communes and wards of the city, it is necessary to calculate and rearrange the school system in a reasonable manner to meet the requirements of teaching and learning in conditions of frequent floods.

Proactively and promptly respond to storm No. 12 to minimize damage to people and property, protect the safety of people and coastal areas of the city. Localities closely monitor the storm's developments, carefully review vulnerable areas, high risk of landslides, and prepare means, human resources, and materials to handle emergency situations. It is necessary to step up propaganda and mobilize people to raise awareness of prevention, proactively protect homes, property, and lives, contributing to ensuring absolute safety for the community when the storm makes landfall.
