The focus on investing in and upgrading facilities at educational institutions throughout the province has brought about significant changes in the teaching and learning environment. The system of classrooms, functional rooms, and auxiliary facilities is increasingly being improved, becoming more spacious and standardized, contributing to raising the quality of teaching and learning at all levels.
In the 2025-2026 school year, the newly constructed Hai Xuan Primary and Secondary School (Mong Cai 1 Ward) will be completed and put into use, much to the delight of staff, teachers, students, and parents. The project is being developed with a focus on standardization and modernization, featuring two newly built four-story school buildings, a spacious multi-purpose hall, and a renovated and upgraded three-story building. The pedagogical space is meticulously planned, ensuring safety, ventilation, and meeting the requirements of teaching and learning in the new era.

After receiving investment in facilities, the school now has 36 classrooms, 3 subject-specific rooms, and a comprehensive system of equipment, meeting the requirements of the reformed general education curriculum.
Ms. Nguyen Thi Thu, Principal of Hai Xuan Primary and Secondary School, said: "The construction of the new school not only fundamentally addresses the overcrowding issue and improves the quality of teaching and learning, but also clearly demonstrates a people-centered development philosophy, placing education at the priority position in the strategy of building a civilized and modern city."
The focus on investing in infrastructure has contributed to raising the percentage of schools meeting national standards. The entire province now has 92.5% of schools meeting national standards. Along with investing in the development of school infrastructure, the province has also directed the Department of Education and Training to continue restructuring the workforce; improving the quality and standardizing the teaching staff and educational management officials at all levels to meet the requirements of innovation. For the 2025-2026 school year, the entire sector will have 18,593 civil servants and 716 contract workers.
Accordingly, the Department of Education and Training has actively advised on building a team of teachers and educational management staff that is sufficient in number, balanced in structure, meets the standards in training level, possesses good moral character, and has solid professional expertise to implement the 2018 General Education Program. Currently, the percentage of teachers in the province meeting the training standards is 98%, striving to reach 100% of teachers meeting the standards as stipulated by the Education Law by the 2026-2027 school year.
Furthermore, to date, the percentage of management staff and teachers in Quang Ninh meeting or exceeding the required training standards is relatively high compared to the national average across all educational levels. Specifically, 100% of management staff have achieved at least the required level. The number of management staff and teachers with master's degrees or higher has increased over the years, with more than 1,200 currently holding doctoral or master's degrees.

In addition, over the past period, the entire sector has strengthened political , ideological, moral, and life skills education; physical education, sports activities, and school health; ensured school safety; proactively prevented, controlled, and effectively responded to natural disasters and epidemics; and improved the quality of emulation movements…
To promote the socialization of education, the sector has also actively advised and directed the development of high-quality private schools in conjunction with the serious implementation of the province's education and training plan. By 2026, the province will have 54 private schools. The quality of private education is gradually improving, with many private educational institutions having built a strong brand and gained the trust of the people and parents.
It is evident that the focus on developing education and training has been and continues to be a crucial contribution to improving the quality of human resources, creating a solid foundation for the province's sustainable development in the coming period.
