In order to effectively implement the policy of reorganizing administrative units and streamlining the apparatus towards efficient and effective operation, the Chairman of the People's Committee of Quang Ngai province, Nguyen Hoang Giang, directed departments, agencies, and localities to urgently review, arrange, allocate, and handle public offices and assets, and review projects, works, and offices under construction or with approved investment policies that are affected by the reorganization and streamlining of the apparatus and administrative units.
The Chairman of the People's Committee of Quang Ngai province requested that all departments, agencies, and the People's Committees of districts, towns, and cities strictly implement the legal regulations on the management and use of public assets and the guidance of the Ministry of Finance in developing plans for the arrangement, allocation, and disposal of public assets. The rearrangement and allocation of offices and assets must be carried out simultaneously with the process of preparing, submitting, appraising, and approving the plan for reorganizing administrative units. A review of public housing and land assets not used for residential purposes must be conducted and reported to the Provincial People's Committee before May 30, 2025.
At the same time, localities and relevant units must also conduct inspections and reviews of projects, constructions, and offices that are under construction or have already received investment approval and are affected by the reorganization of the administrative apparatus. They must propose solutions for each project to ensure cost savings and avoid losses and waste. In cases exceeding their authority, they must promptly report to the Provincial People's Committee for consideration and direction.
The People's Committee of Quang Ngai province has assigned the Department of Construction and the Department of Agriculture and Environment to take the lead in preparing and adjusting the planning, and completing land procedures to facilitate the rearrangement of headquarters and public service facilities that are public assets.
For surplus office buildings and operational facilities, the Department of Finance is tasked with advising on plans for transferring and exchanging them between units and agencies in accordance with current standards and norms. Priority should be given to converting their function for public purposes such as: medical facilities, schools, libraries, cultural institutions, and parks; reclaiming them for management and operation by local organizations with housing management and business functions; and assigning them to local land development organizations for management, development, and operation according to regulations.
The Department of Finance will compile and review projects, constructions, and offices that are currently under construction or have had their investment plans approved and are affected by the restructuring and streamlining of the organizational apparatus, in order to propose solutions for each project to ensure savings and prevent losses and waste.
In addition, the Chairman of the People's Committee of Quang Ngai province instructed the Department of Finance, the Department of Construction, the Department of Agriculture and Environment, and the Provincial Inspectorate to regularly inspect, audit, and strictly handle violations in the process of arranging and using public offices and assets; ensuring compliance with the Law on Management and Use of Public Assets and other relevant legal regulations.
