According to information from the Vietnam Fatherland Front Committee of Quang Ninh province, the organization of the Fatherland Front Congresses at all levels in Quang Ninh province is currently progressing approximately one month ahead of the central government's directive.
According to Mr. Hoang Duc Hanh, Vice Chairman of the Vietnam Fatherland Front Committee of Quang Ninh province: As of March 15th, all 1,452 residential areas throughout the province have completed the organization of the Fatherland Front Working Committee Conference for the 2024-2026 term. 74 out of 177 commune-level units have successfully organized the Fatherland Front Congress at the commune level and are expected to complete all of them in April 2024. At the district level, all 13 localities in Quang Ninh are expected to complete the organization of the Fatherland Front Congress at the district level in May and June 2024. And according to the plan, the provincial-level Fatherland Front Congress will be held in July 2024.

The organization of the Front Committee Conference and the Fatherland Front Congress at the commune level in Quang Ninh was assessed as being meticulously and thoroughly prepared, solemn, and effectively promoting the strength of national unity. At the same time, it ensured democracy, honesty, accuracy, objectivity, intelligence, and responsibility. This created a joyful, enthusiastic, trusting, and united atmosphere among the people.
To ensure thorough preparation for the Fatherland Front Congress at all levels, the Standing Committee of the Provincial Fatherland Front Committee has issued specific directives, guidelines, and training materials for local Fatherland Front organizations to implement. The Provincial Fatherland Front Committee also regularly provides guidance and answers to specific questions and concerns related to the implementation and organization of the Fatherland Front Congress at the grassroots level…
In addition, Quang Ninh province has allocated significant resources to organizing the Fatherland Front Congress at all levels within the province. Along with local budget funds, there are also socialized resources supporting the organization of the Fatherland Front Congress at all levels in Quang Ninh province, thereby demonstrating the attention and emphasis of units, businesses, and all sectors of the population in the province on this important political and social event.
Valuable lessons learned from pilot congresses.
To prepare for the Fatherland Front Congress at the district and provincial levels, each district in the province selected one unit to serve as a pilot unit for the Congress. Specifically, Ha Long City selected three pilot units, and Mong Cai City selected two. Across the province, 16 out of 177 units held pilot congresses at the commune level.

Mr. Bui Duc Doan, Chairman of the Vietnam Fatherland Front Committee of Ha Long City, informed that the Standing Committee of the City's Fatherland Front Committee has selected three units, namely Thong Nhat commune, Cao Thang ward, and Hung Thang ward, to hold pilot congresses in January 2024 to gain experience before directing simultaneous congresses throughout the city. The city's approach to directing pilot congresses is to directly learn from the experience after the congress. At the same time, they will directly address any issues raised at the congress regarding personnel, political reports, congress programs, and propaganda plans. This will help the remaining units gain more experience to better organize Fatherland Front congresses at the grassroots level.
For the pilot congresses at the district level, the Standing Committee of the Vietnam Fatherland Front Committee of Quang Ninh province has directed the selection of two pilot units: Ha Long City, representing the western region of the province, and Dam Ha district, representing the eastern region of the province. It is expected that these two units will hold their pilot congresses in April 2024.
“The Standing Committee of the Provincial Fatherland Front Committee has directed that all districts, towns, and cities in the province be invited to attend the pilot congresses of the two localities mentioned above. Immediately after the congresses, a conference will be held on-site to share experiences, directly address the difficulties raised at the congresses, and issue a document summarizing the lessons learned throughout the province. These will be valuable experiences that will significantly contribute to the success of future congresses,” emphasized Hoang Duc Hanh, Vice Chairman of the Vietnam Fatherland Front Committee of Quang Ninh province.
High consensus, excellent performance, and early completion of tasks.
To celebrate the Congress of the Vietnam Fatherland Front at all levels, starting in October 2023, the Vietnam Fatherland Front Committee of Quang Ninh province launched an emulation movement with the theme "High consensus, excellent emulation, early achievement of goals." The requirements of the emulation movement must be demonstrated through specific projects and tasks, clearly named, clearly defined, and with practical significance for each locality and area. At the same time, outstanding collectives and individuals with innovative ideas, good practices, new models, and exemplary projects should be promptly recognized and commended.
The Vietnam Fatherland Front Committee of Quang Ninh province has registered to implement two projects/tasks: supporting 200 solidarity houses for poor households in Dien Bien province; and undertaking assistance for 246 poor households and reducing the number of near-poor households by 1,532 according to the province's new criteria.
In addition, each district and commune-level locality in the province has at least one project or task demonstrating innovation and creativity in effectively fulfilling the functions and duties of the Vietnam Fatherland Front.

For example, the Vietnam Fatherland Front Committee of Dam Ha district is implementing two projects: supporting the construction of new houses for families in extremely difficult circumstances in Dam Ha commune with a budget of 80 million VND, and supporting Quang An commune with 30 poles and solar-powered streetlights to illuminate 1 km of inter-communal road with a total value of 100 million VND. According to the Chairman of the Vietnam Fatherland Front Committee of Dam Ha district, Nenh Quoc Sinh, these two projects are expected to be completed in April 2024.
Other localities in the province also simultaneously implemented many models and tasks such as: building solidarity houses; upgrading electricity, roads, schools, and health stations; assisting disadvantaged households... All of this created a vibrant atmosphere of emulation to welcome the Congress of the Vietnam Fatherland Front at all levels, leading up to the 12th Congress of the Vietnam Fatherland Front of Quang Ninh province and the 10th National Congress of the Vietnam Fatherland Front, term 2024-2029.
