
Attending the ceremony were Comrade Hoang Cong Thuy, Vice Chairman of the Central Committee of the Vietnam Fatherland Front, Member of the Advisory Council on Amnesty in 2026; leaders of the Vietnam Fatherland Front Committee of Quang Ninh province, along with representatives from professional departments of the Ministry of Public Security, the People's Procuracy, the People's Court of Quang Ninh province, and local authorities.
Speaking at the ceremony, Comrade Hoang Cong Thuy, Vice Chairman of the Central Committee of the Vietnam Fatherland Front, congratulated the pardoned prisoners and emphasized that the amnesty took place in the atmosphere of the whole country celebrating the success of the Party Congresses at all levels and the election of deputies to the 16th National Assembly and deputies to the People's Councils at all levels for the 2026-2031 term, opening up opportunities for those who have served their prison sentences well to return to their families and communities, rebuild their lives and become useful citizens for society.
Comrade Hoang Cong Thuy expressed his hope that the pardoned prisoners, upon returning to their localities, would fully understand their rights, obligations, and responsibilities as citizens; continue to improve themselves, strictly abide by the law, strive to work and study, stabilize their lives, and avoid re-offending.
The comrade requested that local Party committees, authorities, agencies, units, businesses, and the community pay attention to and create favorable conditions for those granted amnesty to reintegrate into the community, find employment, and stabilize their lives; for prisoners who are still serving their sentences, the comrade encouraged them to continue striving to study, work, and reform well so that they can soon benefit from the lenient policies of the Party and the State.

On the same day, the Quang Ninh Provincial Police Detention Center announced the President's decision to grant amnesty to 45 prisoners currently serving sentences who meet the eligibility criteria for amnesty in 2026.
Speaking at the ceremony announcing and awarding the amnesty decision, Colonel Vu Trung Hieu, Deputy Director of the Quang Ninh Provincial Police, emphasized that the President's amnesty decision affirms the lenient policy of the Party and the State, demonstrating humanity and compassion towards offenders, encouraging them to repent and reform to become useful members of society.
At the same time, amnesty is also a recognition of the results of rehabilitation and good compliance with the rules and regulations of prisoners during the rehabilitation process; it demonstrates the close coordination between detention centers, families, and society as a whole in implementing the policies of the Party and the State.

Also at the program, Colonel Vu Trung Hieu, Deputy Director and Head of the Criminal Enforcement Agency of the Quang Ninh Provincial Police, launched a movement to encourage good labor and rehabilitation among prisoners so that they may soon receive clemency from the Party and the State.
Amnesty is a special policy of clemency by the Party and the State for prisoners who have shown good behavior and strictly adhered to the rules and regulations of the detention facility. This is not only a recognition of the results of the education and rehabilitation efforts of the People's Police force, but also reflects the efforts and determination of the prisoners themselves to correct their mistakes and strive for rehabilitation, so that they can soon reintegrate into the community and become useful citizens for their families and society.
