Deputy Speaker of the National Assembly Vu Hong Thanh attended the event via video link at the high-end casino complex tourism service area in the Van Don Economic Zone.
In Quang Ninh province, 26 projects with a total investment of 383,000 billion VND have been started, and 5 projects with a total investment of approximately 7,000 billion VND have been inaugurated. This event takes place against the backdrop of the province continuing to lead the country in economic growth, with an estimated GRDP increase of 11.89% in 2025.
The projects that commenced and were inaugurated focused on the fields of transportation infrastructure, industry, energy, social housing, and some projects in education, healthcare, and commercial services. For example, Vingroup Corporation commenced two major projects: the Ha Long Green complex urban area project, currently the largest in terms of capital investment at nearly $18 billion, covering over 4,100 hectares in Tuan Chau ward, with a projected population of approximately 244,026 people by 2030; and the Tuan Chau Public Park project.
BIM Group and its member companies commenced construction on three key projects in Quang Ninh province, with a total investment of nearly VND 10,500 billion. These include the Da Giac 3 Social Housing Project, with over 2,500 apartments, contributing to meeting the housing needs of workers, officials, and experts in the area; the Aria Bay Towers Commercial - Service - Apartment Complex Project; and the Dam Ha Industrial Aquaculture and Seedling Center combined with a 100MW Solar Power Plant, implemented in Dam Ha and Quang Tan communes. FPT Group commenced construction on the Tuan Chau Digital Technology Park infrastructure development and operation project in Tuan Chau ward, covering approximately 8.94 hectares, with a total investment of over VND 138 billion.
In addition, the group of key transportation infrastructure projects includes: the Northwest coastal road of Cua Luc Bay (8.3 km), with a budget investment of approximately 2,525 billion VND; the coastal road extending from Tran Quoc Nghien to Cau Bang (7.4 km), with a budget investment of approximately 2,590 billion VND; the renovation and upgrading of National Highway 4B (22.9 km), with a budget investment of approximately 1,800 billion VND; the road through Song Khoai Industrial Park connecting the Ha Long - Hai Phong expressway to Dong Trieu (6.5 km), with a total investment of approximately 1,239 billion VND from the budget… A series of projects in the fields of health and education such as: the outpatient clinic of Quang Ninh Provincial General Hospital, with an investment of 1,250 billion VND; the expansion and upgrading of Vietnam - Sweden Hospital, with a total investment of 1,540 billion VND; the expansion of Quang Ninh Obstetrics and Pediatrics Hospital, with an investment of 646 billion VND; The new Bai Chay High School in Bai Chay ward will be built with an investment of 260 billion VND.
A highlight of this series of events in Quang Ninh is the official groundbreaking ceremony for the Sun Group's high-end integrated tourism and casino complex project in the Van Don Economic Zone. The project has a total investment of over 2 billion USD and is being built on an area of over 244 hectares.
Planned as a "resort city," the project aims to create a regional-level entertainment and tourism destination, operating 24/7 with an open urban structure and unique artistic spaces. In the initial phase, the project will develop a Marriott-branded hotel complex along with beachfront resort villas and a shophouse area.
In particular, the project integrates a pilot casino entertainment area allowing Vietnamese citizens to play, creating an attraction strong enough to compete with famous destinations like Macau or Las Vegas. Upon completion, this complex is expected to become the first large-scale resort city in Northern Vietnam, providing a breakthrough impetus for Van Don. The casino section is expected to open in 2028, and the entire project is scheduled for completion in the fourth quarter of 2034.
The high-end casino complex is not only a world-class architectural masterpiece but also a groundbreaking tourism product capable of directly competing with major centers like Macau or Las Vegas. The project is expected to create a strong impetus for breakthroughs, transforming Van Don into a "sleepless" destination and a strategic growth pole for the province.
Also on December 19th, the inauguration ceremony for Phase 1 (Towers A and B) of the Crystal Holidays Harbour Van Don tourism, resort, and entertainment complex project, invested by Everland Van Don Joint Stock Company, took place in Van Don. With a total investment of over 5,600 billion VND, the project comprises five towers ranging from 28 to 34 stories high, resembling the image of a "sail of prosperity." Phase 1, just completed, provides nearly 1,000 high-end rooms, managed and operated by the international group Centara Hotels & Resorts.
Mr. Cao Tuong Huy, Secretary of the Party Committee of Van Don Special Economic Zone, said that the realization of large-scale projects is a strategic leverage to transform Van Don into a new-generation special economic zone, a global-class center for entertainment and island tourism. Quang Ninh will continue to improve the investment environment, considering the private sector as an important driving force to build Van Don into a modern "resort city," contributing positively to the sustainable development of the nation. Among the projects and works inaugurated are: Bach Dang High School in Hiep Hoa ward with a total investment of 232 billion VND; renovation and construction of Dong Trieu Medical Center with an investment of 390 billion VND; and a storm shelter for fishing boats on Co To Island, Co To Special Economic Zone, with an investment of 659 billion VND...
