Militia forces are grassroots armed forces that remain connected to production and work. In the current national construction and defense efforts, these forces simultaneously build and protect national security and defense, stay close to the grassroots, take the lead in implementing the Party's policies and guidelines, and participate in social activities.

Quang Yen town has effectively implemented the task of building the militia force, especially the deployment of the Project on organizing, training, operating, and ensuring the regime and policies for the militia force in the period 2021-2025 of the town according to Resolution No. 01/NQ-HĐND dated August 27, 2021 of the Provincial People's Council. Lieutenant Colonel Ngo Doan Luong, Political Commissar of the Town Military Command, said: In implementing the Project, the Command focused on building a mobile force on-site and a broad force, ensuring that the organizational scale and staffing are appropriate to the administrative organization in each residential area and various types of production and business organizations. To date, the town's militia force has a staff of 2,041 members, reaching 1.3% of the population; a total of 27 militia units, including 19 militia units and 8 self-defense units. Specifically: Mobile militia and air defense militia are organized at the platoon level; local militia are organized at the platoon, squad, and team levels; artillery militia are organized at the company, platoon, and gun crew levels…
To build a high-quality militia force, the selection process is carried out rigorously and seriously, ensuring good character, ethics, education, health, and political reliability. From 2021 to the present, the town has allocated over 50 billion VND to ensure the welfare and policies for the militia. This force is fully equipped with uniforms, weapons, and various support tools, such as: impact-resistant helmets, shields, rubber batons, and flashlights. The Town Military Command is continuing to coordinate with agencies, departments, and communes to gradually complete legal procedures, build training grounds for the militia force; and build and repair working offices for the commune-level military commands.

Annually, 100% of militia units and forces receive training with the motto "basic, practical, and high-quality"; emphasizing comprehensive and in-depth training, and constantly innovating training methods to suit the realities of the locality and unit. Particular emphasis is placed on training to improve awareness, political fortitude, and tactical skills to meet the requirements of the mission in the new situation. Annual training performance is assessed as fairly good by superiors; in 2021, the rate was 89.9%, in 2022 it was 88.8%, in 2023 it was 94.5%, and in 2024 it is currently at 52.9%.
In parallel, the town focused on organizing competitions and sports events at the town level, and also organized training and participation in competitions and sports events at the provincial level, achieving high results: Third place overall in the 2022 Provincial Mobile Militia Platoon Sports Competition; first place overall in the 2023 Provincial 12.7mm Anti-Aircraft Machine Gun Platoon Live Fire Competition; and third place overall in the 2024 Military Weapons Shooting Competition for Regular Forces and Militia.
The militia forces, deployed at the commune and ward levels, proactively coordinate with other forces in the area to enforce state laws; participate in mobilizing the people; and participate in disease prevention and control, disaster relief, and search and rescue operations. Through these efforts, they contribute to building a stronger national defense posture integrated with a robust people's security posture, meeting the requirements of national construction and defense in the new situation.
