Overcoming difficulties, in the first quarter, Quang Yen town resolutely and effectively implemented key and priority tasks in all areas of work, achieving comprehensive results. These positive signs from the early months of the year will create strong momentum for the locality's comprehensive development in the remainder of 2025.
Economic growth
Entering 2025, Quang Yen town has reviewed its resources and identified new drivers of growth; calculating each resource and growth factor in each industry and sector. From this, it has set an economic growth target of 14.5% to 18.9%, equivalent to a target of achieving a total production value of 77,086 billion VND across all economic sectors. This target presents both opportunities and challenges, as well as creating considerable pressure on the local government.
Through synchronized and effective solutions, the first quarter of this year witnessed positive changes in the socio-economic landscape of Quang Yen town. The economy maintained stable development with a promising growth trend. Total production value reached over 16,385 billion VND, equivalent to 21.25% of the plan and a 22% increase compared to the same period last year. In particular, industrial production operated stably, generating high product value, especially processed and manufactured industrial products in Dong Mai Industrial Park and Amata Industrial Park. Industrial production value is estimated at over 10,300 billion VND, equivalent to 23.5% of the plan, a 9.6% increase compared to the same period. The town's trade and service sector recorded development with total retail sales estimated at over 4,834 billion VND, a 49.7% increase compared to the same period. The value of the trade and service sector experienced high growth, estimated at over 2,295 billion VND, equivalent to 22.1% of the plan, and a 41.9% increase compared to the same period last year.
In the first quarter, the town coordinated with departments and agencies in investment promotion, attracting an estimated 6 foreign investment projects with a total registered investment capital of approximately US$447.4 million in industrial parks. The town monitored the operational situation of businesses in the area to resolve issues within its authority or proposed solutions to provincial departments and agencies, contributing to creating favorable conditions for business development. By the end of the first quarter, the town had established 26 out of 130 new businesses, reaching 20%. The value of construction production is estimated at VND 2,952 billion, equivalent to 16.4% of the plan, an increase of 92.3% compared to the same period last year. Total construction investment reached VND 4,805.5 billion, reaching 15.6% of the plan, an increase of 95.6%.
Cultural and social sectors continued to receive attention and improvement, ensuring stable living conditions for the people. Policies supporting vulnerable groups were implemented promptly and effectively, especially during the Lunar New Year of 2025. The town organized teams to distribute Tet gifts to nearly 13,500 beneficiaries with a total budget of over 10 billion VND. The town approved tuition fee subsidies for students graduating from junior high school and continuing their studies at the intermediate level, with tuition fees waived or reduced according to regulations; and provided support to nearly 1,200 students studying vocational skills on the province's list of encouraged training programs. Notably, the town issued a plan to reduce the number of near-poor households by 59 out of 59, equivalent to a 100% reduction in the total number of near-poor households in the town.
Creating momentum for growth throughout the year.
According to Mr. Tran Duc Thang, Chairman of the People's Committee of Quang Yen Town, the achievements in the first quarter will provide momentum for Quang Yen's development in 2025. In the second quarter, the locality will continue to implement comprehensively and effectively the resolutions, directives, and conclusions of the Central Government, the Provincial Party Committee, and the Provincial People's Council to complete the socio-economic development goals and targets for the first six months of the year, laying the foundation for the entire year 2025. The town will continue to create favorable conditions for investors and businesses that have been and are researching investment opportunities in the town; coordinate to resolve difficulties and obstacles in investment. It will accelerate the construction progress of ongoing projects, urge the final settlement of completed projects; and strive to disburse 50% of public investment capital by the end of the second quarter.
Continue implementing programs and events to stimulate tourism in the town throughout the year. This includes focusing on organizing the Bach Dang Festival in 2025 and promoting the image of Quang Yen's land and people. Coordinate and create favorable conditions for tourism businesses to invest in upgrading facilities and improving service quality. At the same time, effectively exploit tourism routes and destinations in the area.
In the coming period, the locality will innovate its leadership and management from the town level to the grassroots. It will continue to strengthen administrative discipline and order; emphasize the role, responsibility, and exemplary conduct of leaders in directing and managing the implementation of tasks. It will continue to thoroughly educate and effectively guide the thinking of officials and civil servants, preventing psychological impacts from the reorganization of administrative units at all levels from affecting the achievement of socio-economic development goals.
The town is strengthening its efforts to ensure security and order for investment projects in the area; intensifying campaigns to combat and suppress all types of crime; organizing patrols and inspections to strictly handle traffic safety violations, minimizing serious traffic accidents; and strictly dealing with overloaded vehicles transporting materials that cause environmental pollution within the town. Information and communication efforts fully and promptly reflect the State's policies and laws, as well as issues of public concern, to guide and create consensus among the people.
