National Assembly adds budget to pay for regime after apparatus arrangement, free tuition

(Chinhphu.vn) - The National Assembly adjusted and supplemented the 2025 state budget estimate with three major contents.

Additional budget to pay for post-organizational reorganization regime, free tuition

On the morning of May 17, the National Assembly passed a Resolution on adjusting and supplementing the 2025 state budget estimate to pay for post-restructuring regimes and exempt tuition fees.

At the National Assembly, Minister of Finance Nguyen Van Thang, authorized by the Prime Minister, presented the Proposal (supplement) on adjusting and supplementing the state budget estimate for 2025 with 3 contents.

The first is to supplement the 2025 central budget estimate to pay for regimes and policies for cadres, civil servants, public employees, and workers when implementing the arrangement and consolidation of the organizational apparatus.

The second is to transfer the unallocated 2024 central budget regular expenditure estimate to 2025 to have resources to implement the tuition exemption policy and perform tasks arising from the organizational arrangement.

The third content is to balance and allocate 3% of the total state budget expenditure in 2025 for science, technology, innovation and national digital transformation to meet the requirements of Resolution No. 57-NQ/TW of the Politburo.

Localities need about 59,000 billion VND more

After Chairman of the National Assembly's Economic and Financial Committee Phan Van Mai presented the Report on the verification of the content submitted by the Government, the National Assembly spent time discussing in the hall before pressing the button to pass the resolution the same morning.

According to Conclusions 126, 127 and 130 of the Politburo and Secretariat, the whole country is rearranging and reorganizing administrative units at all levels and building a two-level local government organization model.

The Government said that localities need an additional VND59,000 billion to pay benefits for civil servants, public employees, and workers when restructuring the apparatus.

Of which, the local budget source is about 15,000 billion VND; the central budget source is about 44,000 billion VND, including about 14,200 billion VND of targeted additional funding for localities; the implementation source is similar to the mechanism of sources for salary reform implementation.

The Government also submitted to the National Assembly permission to use 15,710 billion VND of the remaining salary reform fund from the basic salary adjustment in 2024 to be transferred to 2025 to supplement the budget for ministries, central and local agencies to pay benefits and policies to subjects specified in Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP of the Government.

Allowing the addition of VND 28,290 billion to the central budget revenue estimate for 2025 from the accumulated source for salary reform of the central budget, and at the same time, correspondingly supplementing the central budget expenditure estimate for 2025 to supplement the budget for ministries, central and local agencies to pay regimes and policies to subjects specified in Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP of the Government according to the salary reform implementation mechanism.

Regarding the need for central funding to support localities in implementing the tuition exemption policy (based on preliminary data from the Ministry of Education and Training, after requiring localities to ensure implementation resources according to regulations), about 10,000 billion VND is needed, and in 2025 alone (4 months of the 2025-2026 school year), about 4,500 billion VND.

At the same time, there is also a need for funding to relocate new headquarters, repair headquarters, information infrastructure systems... for ministries, central and local agencies after the merger... (currently reviewing and synthesizing the needs of ministries, central and local agencies).

Therefore, based on the estimated source of the central regular expenditure in 2024 allocated in the unallocated areas at the beginning of the year, about 6,623 billion VND remains, the Government submitted to the National Assembly for permission to transfer the source to 2025 to implement the tuition exemption policy and perform tasks arising from the reorganization of the apparatus.
