The National Assembly supervises environmental protection with focus and key points, based on the actual situation.

Monitor the implementation of environmental protection policies and laws nationwide.

On the morning of June 21, 2024, with the overwhelming majority of votes in favor (448/449 votes, 91.99%), the National Assembly passed a resolution to establish a Thematic Supervision Team on "Implementation of policies and laws on environmental protection since the Law on Environmental Protection 2020 took effect".

With a majority of votes in favor, the National Assembly passed a resolution to establish a Supreme Environmental Supervision Delegation in 2025.

Accordingly, Vice Chairman of the National Assembly Nguyen Duc Hai is the head of the monitoring delegation. The permanent deputy head of the delegation is Mr. Le Quang Huy, Chairman of the National Assembly's Committee on Science, Technology and Environment. Chairman of the Economic Committee Vu Hong Thanh and Chairman of the Finance and Budget Committee Le Quang Manh are deputy heads of the delegation. The members, delegates and experts invited to join the monitoring delegation are decided by the National Assembly Standing Committee.

The supervision content covers two issues including the promulgation and completion of policies and laws on environmental protection and the organization of implementation of policies and laws on environmental protection.

The scope of supervision is the implementation of environmental protection policies and laws nationwide from the effective date of the Law on Environmental Protection until December 31, 2024.

The Government, the Ministry of Natural Resources and Environment, relevant ministries and ministerial-level agencies; People's Councils and People's Committees of provinces and centrally-run cities and relevant agencies, organizations and individuals are the subjects of supervision.

The purpose of supervision, according to the National Assembly, is to evaluate the promulgation and implementation of policies and laws on environmental protection, focusing on evaluating the implementation of the Law on Environmental Protection, resolutions of the National Assembly and the National Assembly Standing Committee related to environmental protection.

At the same time, clearly point out the shortcomings, limitations, causes and responsibilities of agencies, organizations and individuals; draw lessons to improve the effectiveness of implementing policies and laws on environmental protection.

During the monitoring process, the Delegation will also make recommendations and propose solutions to improve policies and laws on environmental protection and other relevant legal regulations, improve the effectiveness of organizing the implementation of policies and laws on environmental protection, etc.

No specific monitoring content on pollution control activities and domestic waste management

Presenting a report on receiving and explaining the opinions of National Assembly deputies on the draft Resolution on establishing a thematic supervision delegation earlier, Secretary General of the National Assembly Bui Van Cuong said that the National Assembly Standing Committee had received 314 written opinions of National Assembly deputies; of which, 291 deputies fully agreed with the draft Resolution, 23 deputies had specific opinions.

According to the Secretary General of the National Assembly, some opinions suggested that in the provinces and cities where the National Assembly's Supervisory Delegation plans to conduct direct supervision, the National Assembly Delegation should not organize supervision but send representatives to join the supervision delegation.

For other provinces and cities, the National Assembly Delegation organizes supervision and sends a report of the results to the National Assembly's Supervision Delegation.

Regarding this content, the Standing Committee of the National Assembly stated that from the experience of implementing the monitoring topics from the beginning of the 15th National Assembly term until now and at this session, through the question and answer session, the discussion sessions on socio-economic issues, the results of monitoring the settlement of voters' petitions, it can be seen that the content of the topic on environmental protection has received special attention from voters, people and National Assembly deputies.

The National Assembly will direct the Supervisory Delegation to develop a detailed supervision plan.

The monitoring results reports of 63 National Assembly delegations and reports of agencies are important bases for the monitoring delegation to select agencies and localities to directly monitor.

Notably, some opinions said that the scope of supervision in the draft Resolution is too narrow compared to the scope of the Law on Environmental Protection, and suggested adding supervision content to match the nature of the National Assembly's supervision.

Another opinion suggested not to limit the content of supervision in this Resolution, the focus of supervision is determined by the Supervisory Delegation and reported to the National Assembly Standing Committee when developing a detailed supervision plan and reporting outlines.

On this issue, the National Assembly Standing Committee accepted the opinions of National Assembly deputies. The Resolution does not limit the specific content of supervision on pollution control and domestic waste management activities.

To ensure focused and key supervision based on the actual situation, the National Assembly Standing Committee will direct the Supervisory Delegation to develop a detailed plan with specific contents on the objectives, scope, content, methods of supervision and appropriate reporting outlines.
