Presenting the report on the preparation for the 5th Session of the 15th National Assembly , the Secretary General of the National Assembly and Head of the National Assembly Office, Bui Van Cuong, stated that, in accordance with the direction of the Standing Committee of the National Assembly, the Secretary General has revised the proposed program for the 5th Session of the 15th National Assembly and sent it to National Assembly deputies for their opinions; and sent a document requesting relevant agencies to complete the documents for the 5th Session so that they can be sent to National Assembly deputies within the prescribed time.
To date, the Secretary General of the National Assembly has received feedback from 63 National Assembly delegations and a number of National Assembly deputies; the feedback is generally in agreement with the proposed program, while also suggesting some specific issues.
I agree with the proposed program.
The government also continued to propose adding several items to the planned agenda for the 5th Session. These include the draft Resolution of the National Assembly on piloting some specific mechanisms and policies for the development of Ho Chi Minh City; the continued allocation of medium-term public investment capital and capital from the socio-economic recovery and development program; the reduction of value-added tax; and the adjustment and supplementation of charter capital for the Vietnam Bank for Agriculture and Rural Development.
Notably, regarding three draft laws: the Law on Forces Participating in Protecting Security and Order at the Grassroots Level; the Law on Road Traffic Order and Safety; and the Law on Roads, the Standing Committee of the National Assembly commented at its specialized session in April 2023 and found that the basic documentation was in compliance with regulations and met the conditions for submission to the National Assembly for consideration and decision to add them to the 2024 Law and Ordinance Drafting Program, and to adjust the 2023 Law and Ordinance Drafting Program.
However, this matter is awaiting the Politburo 's opinion. Based on the Politburo's opinion, the Standing Committee of the National Assembly will submit it to the National Assembly for consideration and decision; if the National Assembly agrees to add it to the 2023 legislative and ordinance drafting program (at the 5th session), the Standing Committee of the National Assembly will add it to the session's program for the National Assembly to consider and discuss.
Therefore, these three draft laws were not included in the draft agenda submitted to the National Assembly for approval at the preliminary session.
Increase reporting time under the amended Land Law.
On the other hand, based on research into feedback, the actual situation, consideration of the time and method of conducting the session, and specific requirements for certain contents, the Secretary General of the National Assembly and Head of the National Assembly Office, Bui Van Cuong, plans to incorporate and adjust the order, timing, and duration of consideration of some contents accordingly.
Specifically, this includes increasing the time allocated for presenting the Report on Explanations, Acceptance, and Revisions of the Draft Law on Land (amended); arranging live broadcasts on National Assembly Television of three topics: the proposed legislative and ordinance drafting program for 2024, adjustments to the legislative and ordinance drafting program for 2023; the proposed National Assembly supervision program for 2024; and the results of monitoring the resolution of voter petitions submitted to the 3rd and 4th sessions of the National Assembly...
According to the Secretary General of the National Assembly, the arrangement of the session into two phases, with the first phase (ending June 10th) set to essentially complete the discussion of the contents and allowing the National Assembly's agencies and relevant bodies time to incorporate feedback, revise, and finalize the draft laws and resolutions during the one-week break between the two phases, also facilitates National Assembly deputies holding concurrent positions to handle work in ministries, sectors, and localities. If the first phase ended on June 3rd, it would not be possible to complete the discussion of all contents to be submitted to the National Assembly for approval.
"The National Assembly will convene at the National Assembly building because the epidemic is now well under control, and also to ensure the conditions for conducting sessions on personnel matters and voting on the agenda items of the session," National Assembly Secretary General and Head of the National Assembly Office Bui Van Cuong stated.
Thus, the total working time of the National Assembly is expected to be 22 days; opening on May 22, 2023 and expected to close on June 23, 2023. The National Assembly will convene in person at the National Assembly building.
The session was conducted in two phases, with the National Assembly scheduled to work on two Saturdays during the first phase.
Specifically: Phase 1 is 17 days: From May 22nd to June 10th, 2023; Phase 2 is 5 days: From June 19th to June 23rd, 2023.
If the three draft laws—the Law on Forces Participating in Protecting Security and Order at the Local Level; the Law on Road Traffic Order and Safety; and the Law on Roads—are submitted to the National Assembly, the time allocated for the 5th Session will be extended.
Closing of the 23rd Session of the National Assembly Standing Committee The 23rd session of the National Assembly Standing Committee also concluded on the same day. In his concluding remarks, National Assembly Chairman Vuong Dinh Hue stated that after 4.5 days of work, the National Assembly Standing Committee not only completed 17 planned items but also addressed two additional items. Each item has a specific conclusion, and he requested the National Assembly Secretary General to review them so that the Standing Committee's conclusions can be issued soon. To date, the Standing Committee of the National Assembly has essentially given its opinions on the contents expected to be submitted to the National Assembly at the 5th Session of the 15th National Assembly. However, some contents still require further refinement of the dossiers for official review. Therefore, it is requested that the National Ethnic Council and the committees of the National Assembly review and conduct official verification of these contents, ensuring that the dossiers are complete and ready for submission to National Assembly deputies. The Speaker of the National Assembly requested that immediately after this session, the Secretary General of the National Assembly review and issue a written notice regarding any outstanding issues, clearly stating the final deadline for assigning tasks to relevant agencies, including both the submitting and reviewing bodies. The Speaker of the National Assembly clearly stated the principle that no items that are overdue or do not meet the conditions for ensuring disciplinary action in accordance with the law will be considered or included in the session's agenda. |
