BBK - On the afternoon of April 22nd, at the National Assembly building, under the chairmanship of the Secretary of the National Assembly Party Committee and Chairman of the National Assembly Tran Thanh Man and the Secretary of the Government Party Committee and Prime Minister Pham Minh Chinh, the Standing Committee of the National Assembly Party Committee and the Standing Committee of the Government Party Committee held a meeting to exchange and unify guidance on the content, program, and organization of the 9th Session, aiming to ensure that the Session proceeds smoothly, with the highest quality and efficiency, achieving consensus and unity, and meeting the set requirements.

Attending the Conference, on behalf of the National Assembly Party Committee were: Member of the Central Committee of the Party, Standing Deputy Secretary of the National Assembly Party Committee, Vice Chairman of the National Assembly Nguyen Khac Dinh; members of the Central Committee of the Party, Vice Chairmen of the National Assembly: Nguyen Duc Hai, Tran Quang Phuong, Nguyen Thi Thanh, Le Minh Hoan, Vu Hong Thanh; and members of the Central Committee of the Party, Deputy Secretaries of the Party Committee, and members of the Standing Committee of the National Assembly Party Committee.

Representing the Government Party Committee were: Politburo member, Standing Deputy Secretary of the Government Party Committee, Standing Deputy Prime Minister Nguyen Hoa Binh; Central Committee members and Deputy Prime Ministers: Tran Hong Ha, Le Thanh Long, Ho Duc Phoc, Bui Thanh Son, Nguyen Chi Dung; and Central Committee members, Deputy Secretaries of the Party Committee, members of the Standing Committee of the Government Party Committee, Ministers, and heads of agencies under the Government.

Representing the relevant agencies were: Politburo member, Secretary of the Central Committee of the Party, Secretary of the Party Committee of the Vietnam Fatherland Front and Central mass organizations, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien; Secretary of the Central Committee of the Party, Chief Justice of the Supreme People's Court Le Minh Tri; Prosecutor General of the Supreme People's Procuracy Nguyen Huy Tien; and representatives from the leadership of several central ministries, departments, and agencies…

In his opening remarks at the Conference, National Assembly Chairman Tran Thanh Man stated: In the atmosphere of the whole country commemorating the 50th anniversary of the complete liberation of the South and the reunification of the country, and International Labor Day, the Standing Committee of the National Assembly Party Committee and the Standing Committee of the Government Party Committee organized this Conference to exchange and unify guidance on the content, program, and methods of conducting the 9th Session, ensuring that the Session proceeds smoothly with the highest quality and efficiency, achieving consensus and unity, and meeting the set requirements.

The 9th session of the 15th National Assembly, opening on May 5, 2025 (immediately after the April 30 and May 1 holidays), is divided into two phases to consider and decide on a very large volume of work, with many urgent and important issues that were recently agreed upon by the Central Committee at its 11th Conference.

Based on the preparations made by the Government and the National Assembly's agencies, the Standing Committee of the National Assembly convened the 9th Session; soliciting opinions from National Assembly deputies on the proposed content and program of the Session, which includes many important issues such as: amending and supplementing several articles of the 2013 Constitution, rearranging administrative units at all levels, streamlining the apparatus, ensuring that the operation of the state apparatus is not hindered or interrupted, affecting citizens and businesses; at the same time, the National Assembly's agencies are ready to consider other issues proposed by the Government to add to the Session's program if truly urgent.

Regarding the planned agenda for the 9th Session, the Standing Committee of the National Assembly has so far agreed to submit to the National Assembly for consideration and decision the following matters within its authority: constitutional matters; 45 legislative matters (including the adoption of 31 laws, 8 normative resolutions, and opinions on 6 other draft laws); 14 groups of matters concerning socio-economic issues, the state budget, supervision, and other important issues; and 8 groups of matters to be reported to National Assembly deputies.

At the conference, delegates heard the report presented by the Secretary General of the National Assembly - Head of the National Assembly Office, Le Quang Tung, on some issues regarding the preparation for the 9th Session of the 15th National Assembly; the report presented by the Chairman of the National Assembly's Law and Justice Committee, Hoang Thanh Tung, on the proposal to add research content to amend and supplement some articles of the 2013 Constitution; and the report presented by the Minister and Head of the Government Office, Tran Van Son, on supplementing some issues regarding the preparation for the 9th Session of the 15th National Assembly.

Subsequently, the Standing Committee of the National Assembly Party Committee, the Standing Committee of the Government Party Committee, and the delegates attending the Conference discussed and agreed on the directives for the 9th Session of the 15th National Assembly.

Speaking at the Conference, Prime Minister Pham Minh Chinh highly appreciated the close cooperation and support of the National Assembly in the preparation of the 9th Session; affirming that the Government will make maximum efforts, listen to and seriously consider all contributions to ensure the Session achieves the best results.

This session is of historical significance, including the important task of amending the 2013 Constitution; the preparation time is short, the workload is large, and the quality requirements are high, thus posing many challenges in terms of progress and quality. The Prime Minister suggested that the Party's guidelines should be thoroughly understood and concretized into state laws, creating a solid legal basis for achieving the country's development goals.

The Prime Minister stated that at this session, the Government will submit to the National Assembly many important draft laws that have a profound impact on the people and businesses, contributing to promoting decentralization and delegation of power, reducing administrative procedures, removing difficulties for projects, and creating momentum for growth. He also affirmed that the contents submitted to the National Assembly have been carefully considered, with the national interest and the interests of the people placed first.

The Prime Minister expressed confidence that, with the guidance of the Party, the unity of the Government, the consensus of the National Assembly, and the support of the people, the 9th Session would be a great success.

In his closing remarks at the Conference, National Assembly Chairman Tran Thanh Man, on behalf of the Standing Committee of the National Assembly Party Committee, acknowledged the close cooperation and coordination of the Government, government agencies, and relevant agencies with the National Assembly Standing Committee and National Assembly agencies in preparing for the 9th Session.

The Chairman of the National Assembly stated that there is not much time left until the opening of the session, and requested the Party Committee of the Government to continue paying attention to and directing the acceleration of the progress and quality of the contents to be submitted to the National Assembly for consideration and approval.

At this conference, both sides basically reached a high level of consensus and agreement on various issues, with the utmost spirit of cooperation and sharing to fulfill the country's historical responsibilities.

Regarding several draft laws, the Government's draft resolution proposes adding them to the agenda of the 9th Session, requesting the Standing Committee of the Government Party Committee to direct relevant agencies to urgently complete the dossiers and submit them to the National Assembly's agencies for review, report to the National Assembly Standing Committee in April 2025, and send them to National Assembly deputies so they have time to study and prepare their opinions for discussion.

In addition, the Speaker of the National Assembly requested the Standing Committee of the National Assembly, the Government, the National Assembly's agencies, the Government's agencies, and relevant agencies to continue to coordinate closely to ensure the highest level of consistency and quality of content before submitting it to the National Assembly for voting and approval.

Furthermore, the Chairman of the National Assembly requested that information and communication efforts be intensified before, during, and after the session; ensuring that information is complete, accurate, and timely so that National Assembly deputies and voters understand and agree with the National Assembly's decisions; and continuing to widely disseminate the meaning and importance of the streamlining of the administrative apparatus under the leadership of the Party.

The Nhan Dan Newspaper, Vietnam Television, Vietnam Radio, and Vietnam News Agency, in coordination with the National Assembly Office, have provided professional, comprehensive, and timely information and communication to voters and the public regarding the 9th Session of the 15th National Assembly.
