BBK- On the afternoon of April 22, at the National Assembly House, under the chairmanship of the Secretary of the National Assembly Party Committee, Chairman of the National Assembly Tran Thanh Man and the Secretary of the Government Party Committee, Prime Minister Pham Minh Chinh, the Standing Committee of the National Assembly Party Committee and the Standing Committee of the Government Party Committee held a Conference to discuss and agree on the direction of the program content and organization methods for the 9th Session, in order to ensure that the Session takes place smoothly, with the highest quality and efficiency, achieving consensus and unity, meeting the requirements.

Speaking at the opening of the Conference, National Assembly Chairman Tran Thanh Man said: In the atmosphere of the whole country looking forward to the 50th anniversary of the complete liberation of the South, national reunification and International Labor Day, the Standing Committee of the National Assembly Party Committee and the Standing Committee of the Government Party Committee organized the Conference to discuss and unify the direction of the content, program and method of conducting the 9th Session to ensure that the Session takes place smoothly with the highest quality and efficiency, achieving consensus and unity, meeting the requirements set forth.

The 9th session of the 15th National Assembly opened on May 5, 2025 (right after the April 30 and May 1 holidays), divided into 2 phases to review and decide on a huge amount of work, many urgent and important contents that have just been unanimously approved by the Central Committee at the 11th Conference.

Based on the results of the preparation of the contents of the Government and the agencies of the National Assembly, the Standing Committee of the National Assembly convened the 9th Session; sent to the National Assembly deputies for their opinions on the expected contents and agenda of the Session, including many important contents such as: amending and supplementing a number of articles of the 2013 Constitution, rearranging administrative units at all levels, streamlining the apparatus, ensuring that the operation of the state apparatus is not hindered, interrupted, affecting people and businesses; at the same time, the agencies of the National Assembly are ready to consider other contents proposed by the Government to add to the Session agenda if really urgent.

Regarding the expected content of the 9th Session, up to now, the National Assembly Standing Committee has agreed to submit to the National Assembly for consideration and decision on the contents under its authority on constitutionality; 45 contents on legislation (passing 31 laws, 8 legal resolutions and giving opinions on 6 other draft laws); 14 groups of contents on socio-economics, state budget, supervision and other important issues; 8 groups of contents sent reports to National Assembly deputies.

At the conference, delegates listened to the Secretary General of the National Assembly - Head of the National Assembly Office Le Quang Tung present a report on a number of issues regarding the preparation for the 9th Session of the 15th National Assembly; Chairman of the National Assembly's Committee on Law and Justice Hoang Thanh Tung present a report on the proposed supplementary content of the study to amend and supplement a number of articles of the 2013 Constitution; listened to the Minister, Head of the Government Office Tran Van Son present a report supplementing a number of issues regarding the preparation for the 9th Session of the 15th National Assembly.

Afterwards, the Standing Committee of the National Assembly Party Committee, the Standing Committee of the Government Party Committee and delegates attending the Conference discussed and agreed on the direction content for the 9th Session of the 15th National Assembly.

Speaking at the conference, Prime Minister Pham Minh Chinh highly appreciated the National Assembly’s close cooperation and support in preparing for the 9th Session; affirmed that the Government will make maximum efforts, listen and seriously absorb comments and contributions to ensure the best results for the Session.

This is a historic session, with the important task of amending the 2013 Constitution; the short preparation time, large workload, and high quality requirements pose many challenges in terms of progress and quality. The Prime Minister suggested that it is necessary to thoroughly grasp and concretize the Party's policies into State laws, creating a solid legal basis for implementing the country's development goals.

The Prime Minister said: At this session, the Government will submit to the National Assembly many important draft laws that will have a profound impact on people and businesses, contributing to promoting decentralization, reducing administrative procedures, removing difficulties for projects and creating growth momentum; at the same time, affirming that the contents submitted to the National Assembly have been carefully considered, in the spirit of putting national and ethnic interests first.

The Prime Minister believes that, with the direction of the Party, the unity of the Government, the consensus of the National Assembly, and the support of the People, the 9th Session will be a great success.

In his closing speech at the Conference, National Assembly Chairman Tran Thanh Man, on behalf of the Standing Committee of the National Assembly Party Committee, acknowledged the close support and coordination of the Government, Government agencies, and relevant agencies with the National Assembly Standing Committee and National Assembly agencies in preparing for the 9th Session.

The National Assembly Chairman said that there is not much time left from now until the opening day of the Session, and requested that the Government Party Committee continue to pay attention and direct the acceleration of the progress and quality of the contents submitted to the National Assembly for consideration and approval.

At this Conference, the two sides basically reached consensus and high consensus on groups of issues with the highest spirit of companionship and sharing to fulfill the country's historical responsibility.

For some draft laws and resolutions, the Government proposed to add them to the agenda of the 9th Session. It is recommended that the Standing Committee of the Government Party Committee direct agencies to promptly complete documents and files to send to National Assembly agencies for review, report to the National Assembly Standing Committee in April 2025, and send them to National Assembly deputies to have time to study and prepare discussion opinions.

In addition, the National Assembly Chairman requested the National Assembly Standing Committee, the Government, National Assembly agencies, Government agencies and relevant agencies to continue to coordinate closely to ensure consistency and the highest quality of content before submitting it to the National Assembly for approval.

In addition, the National Assembly Chairman requested to step up information and propaganda work before, during and after the Session; ensure full, accurate and timely information so that National Assembly deputies and voters clearly understand and agree with the decisions of the National Assembly; continue to widely disseminate the meaning and importance of the apparatus streamlining revolution under the leadership of the Party.
