The draft Law on Identity also stipulates that valid ID cards issued before the effective date of the Law on Identity will be used until December 31, 12. Issued legal papers using information from people's identity cards and citizen identification cards remain legally valid.
The bill drafting agency said that nearly 80 million citizen identification cards have now been issued to people eligible for cards, so the regulation of the expiration date of the identity card has no effect. to the people.
The draft Law on Identity supplements regulations on management and issuance of identity cards to people under 14 years old. However, the issuance of cards to people under 14 years old will be done on demand, and for people aged 14 and over, it is mandatory.
According to the Government's report sent to the National Assembly on the reception and explanation of the opinions of the National Assembly Standing Committee on the ID Law project, with 19 million citizens under 14 years old, it is estimated the amount of money the State and the society The association has to spend about 2.000 billion VND for some related papers.
Meanwhile, the production cost of each ID card is 48.000 VND. If 19 million children under 14 years of age all need identification, it will cost more than 900 billion VND.
