The amended Archives Law comprises 8 chapters and 65 articles, with 11 articles added, 12 articles removed; and 9 articles separated and merged into 7 new articles compared to the draft Law submitted by the Government to the National Assembly .
The promulgation of the amended Archives Law aims to institutionalize the Party and State's guidelines and policies on promoting the application and development of information technology to meet the requirements of sustainable development and international integration; to innovate the management and implementation of archival activities, and to overcome the shortcomings and limitations in current archival work practices.
The Archives Law (amended) regulates the management of archival documents and archival document databases; archival operations; archival documents of special value and the promotion of archival document value; private archives; archival service activities and state management of archives.
The storage of documents belonging to the Vietnamese State Archives and private archives of special value must comply with the provisions of this Law, except in cases where the archives are recognized as national treasures or recognized or inscribed in other forms according to the Law on Cultural Heritage and other relevant laws; in such cases, in addition to complying with the provisions of this Law, they must also comply with the provisions of the Law on Cultural Heritage and other relevant laws.

Regarding the State's policy on archives, the amended Archives Law stipulates: Building a modern Vietnamese archives system that meets the requirements of state management, modernizes the administration, and serves the people. Ensuring the necessary conditions for archiving.
Prioritize public investment and other resources to modernize archives, ensuring the safety, integrity, and value of archival documents. Develop and cultivate a professional archival workforce; train and build a team of leading experts in the field of archives; and attract high-quality human resources to work in archival activities.
Furthermore, building an archival society encourages organizations, individuals, families, clans, and communities to protect, preserve, and promote the value of private archival documents. The amended Archives Law clearly stipulates five prohibited acts, including: illegally transferring, providing, destroying, intentionally damaging, buying, selling, appropriating, or losing archival documents managed by competent agencies of the Party and the State;
Falsifying, distorting the content, or compromising the integrity of archival documents and their underlying data; unauthorized access, copying, or sharing of archival documents or databases;
Unauthorized destruction of valuable private archival documents;
Using archival documents or exploiting archival services to infringe upon national interests, public interests, or the legitimate rights and interests of agencies, organizations, individuals, families, clans, and communities. Hindering the right of agencies, organizations, and individuals to legally access and use archival documents;
Taking archival documents abroad, outside of current archives, or outside of historical archives is against the law.
The amended Archives Law also specifically regulates: the management of archival documents and archival document databases; archival operations; archival documents of special value and the promotion of archival document value; private archives, etc. Notably, this amended Archives Law designates January 3rd of each year as Vietnam Archives Day.
