After 5 years of implementing Joint Resolution No. 403, the supervision and social criticism work of the Vietnam Fatherland Front and its member organizations has become increasingly in-depth, more specific, more rigorous, and has promoted practical effectiveness, and has been recognized and highly appreciated by Party committees and authorities; the position and role of the Vietnam Fatherland Front and socio- political organizations at all levels have been increasingly affirmed and promoted in the political system and social life.

Every year, the Standing Committee of the Vietnam Fatherland Front Central Committee develops plans and monitors social criticism; presides over consultations with political and social organizations at the same level to unify the selection of content, objects, and number of social supervision and criticism sessions in accordance with the functions and tasks of each organization.

Over the past 5 years, the Central Committee of the Vietnam Fatherland Front and socio-political organizations at all levels have organized more than 87,000 monitoring delegations in many fields, focusing on Party and government building; land and administrative management; implementation of public service responsibilities, infrastructure investment and construction... The implementation of monitoring programs of the Vietnam Fatherland Front (including monitoring coordination programs with State agencies and Front member organizations) has received the consensus, active and effective support of all levels, ministries, branches and local authorities. After monitoring and social criticism, the Central Committee of the Vietnam Fatherland Front at all levels has a written report summarizing comments and suggestions sent to the competent authorities for consideration, acceptance, explanation, and supplementation... creating consensus among all classes of people, contributing significantly to promoting socio -economic development at the local and grassroots levels.

At the conference, delegates presented papers clearly stating the limitations and causes, and proposed many measures and experiences in implementing Joint Resolution No. 403. To improve the quality and effectiveness of social supervision and criticism activities carried out in accordance with the procedures of Joint Resolution No. 403, the conference agreed: It is necessary to issue documents to direct and disseminate widely Joint Resolution No. 403 throughout the entire political system from the Central to local levels on the role, process, and procedures for social supervision and criticism of the Vietnam Fatherland Front; clarify the responsibilities of organizations and individuals in handling and responding to recommendations and proposals of the Vietnam Fatherland Front and socio-political organizations after the Front's supervision and criticism in assessing cadres, civil servants, and activities of agencies and organizations...
