BHG - On the afternoon of March 13, Comrade Nguyen Manh Dung, Acting Secretary of the Provincial Party Committee, had a meeting and direct dialogue with civil servants, public employees, and workers (CCVCNLĐ) in the health sector, to grasp the thoughts and aspirations of CCVCNLĐ and listen to the proposals and recommendations of the health sector to do better in disease prevention and control; medical examination and treatment for the people. Also attending were comrades: Hoang Dinh Phoi, member of the Provincial Party Committee Standing Committee, Head of the Provincial Party Committee's Internal Affairs Committee; Tran Duc Quy, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; leaders of the Provincial Party Committee's Organization Committee, the Provincial Party Committee's Propaganda Department, the Provincial Party Committee Office, the Department of Finance, the Department of Home Affairs, the Department of Health, the Provincial Social Insurance and leaders of medical facilities.

In the spirit of frankness and openness, cadres, civil servants and employees of the health sector have made many suggestions and recommendations to the Acting Secretary of the Provincial Party Committee and the province, focusing on the following contents: Do not streamline the payroll for the health sector, because the current allocation of staff quotas for the health sector is not enough compared to the norms prescribed in the Circular of the Ministry of Health ; improve the remuneration regimes towards material needs, have regimes and policies on remuneration, increase income for health workers; have policies to attract qualified and high-quality human resources; train and improve the professional qualifications of existing cadres, doctors, and medical staff; invest in and repair medical examination and treatment facilities and equipment. At the request of the Acting Secretary of the Provincial Party Committee, the leaders of the Department of Finance, the Department of Home Affairs and other relevant agencies reported and clarified issues of concern to health sector employees such as: Investment resources, repair, and improvement of facilities and medical examination and treatment equipment; training, fostering, and improving the quality of human resources; streamlining of staff and salary reform.

Receiving the opinions of the health sector's employees, Acting Secretary of the Provincial Party Committee Nguyen Manh Dung acknowledged, commended and highly appreciated the results achieved by the health sector in recent times, especially in disease prevention and control; and the quality of medical examination and treatment for the people.

Through the opinions of CCVCNLĐ and delegates, the Acting Secretary of the Provincial Party Committee proposed that the Party Committee direct the Provincial People's Committee to assign departments and branches, based on the discussed opinions, to continue reviewing to resolve outstanding issues within their authority.

Propose that the Department of Health coordinate with the Department of Finance and related departments and branches to organize a survey and re-evaluate the level and effectiveness of financial autonomy at public service units in the health sector to propose the Provincial People's Committee to assign autonomy levels appropriate to the conditions and actual capabilities of each unit according to Decree 60 of the Government ; synthesize the demand for purchasing medical equipment and supplies and submit it to the Provincial People's Committee for resolution according to its authority; need to enhance the state management role of the health sector; develop unit prices for medical examination and treatment according to the requirements of the Provincial General Hospital and submit it to the Provincial People's Committee for approval; develop a master plan for training and fostering expertise, skills and qualifications for medical staff, especially staff at district and grassroots levels; coordinate with central hospitals to improve the quality of medical examination and treatment, and learn from practical experience.

The Acting Secretary of the Provincial Party Committee also requested the Department of Home Affairs, based on the job position project and practical requirements of the health sector, to advise the Provincial People's Committee to arrange staff to meet the requirements of the sector's tasks; advise competent authorities to allow medical facilities to contract staff to work using the revenue of public service units according to the actual demand ratio; coordinate with the Department of Finance, the Department of Health and relevant agencies to advise the Provincial People's Committee to develop policies to support, attract and improve the quality of health sector staff to submit to the Provincial People's Council in July 2024.

The Department of Planning and Investment shall preside over and coordinate with the Department of Finance and the Department of Health to advise the Provincial People's Committee to review and balance resources to implement projects of the health sector under the medium-term public investment plan to meet the needs of medical examination and treatment, striving to invest in the construction of a new, more modern general hospital in the medium-term public investment plan 2026 - 2030. The Department of Natural Resources and Environment shall advise on the most optimal land plan according to legal regulations to attract investment in private health care.

The Acting Provincial Party Secretary also requested the Provincial General Hospital to study and learn from experience in developing plans for the development of Centers within the Hospital.

The Acting Secretary of the Provincial Party Committee promised to fully accept the thoughts, aspirations, concerns, worries, and recommendations and proposals of the civil servants and public employees, and at the same time shared the difficulties and hardships of the management staff, doctors and medical staff in the past time; at the same time, he hoped and believed that the medical staff, doctors and medical staff would always try their best to overcome difficulties, improve their professional ethics and professional capacity, and perform well the noble tasks of the industry, worthy of the trust and honor of society and the people.

Currently, the Ha Giang Health Sector has 9 affiliated public service units; 11 health centers and 11 district-level hospitals; 175 commune, ward and town health stations with nearly 3,900 cadres, doctors and nurses. The average ratio is 10.17 doctors/10,000 people; the whole province has 193/193 communes with doctors working regularly and on rotation. With the efforts of the whole sector, in recent times, the Ha Giang Health Sector has well implemented the policy of medical examination and treatment for the poor, children under 6 years old, policy beneficiaries; medical examination and treatment under health insurance; at the same time, investing in building new, expanding, renovating, repairing and upgrading medical facilities at provincial, district and health centers and health stations, thereby contributing to improving the quality of health care for people in the province.
