Taking decisive action to resolve land-related obstacles.

Land clearance is a major bottleneck affecting the progress of many key projects. In response to the need for accelerated development, the city is mobilizing the entire political system, focusing on resolving obstacles, fostering public consensus, and gradually freeing up clean land for key projects.

Efforts from the grassroots

According to the People's Committee of Thang Dien commune, from the beginning of 2026 to the present, the locality has focused on land acquisition, compensation, support, and resettlement for 9 key projects in the area. Land clearance work has achieved many positive changes, contributing to accelerating the progress of infrastructure, energy, and production development projects.

Most notably, the project to upgrade the 110kV power line connecting the 220kV Duy Xuyen Substation and the Tam Thang Substation has completed 100% of the land handover to the construction unit, ensuring the project's progress. For Component Project 2 (the road connecting Vo Chi Cong Street to the Dong Que Son Industrial Park), the local authorities have basically completed about 90% of the land clearance work.

Similarly, the Hybrid Rice Seed Production Area Development Project in Quang Nam has also reached approximately 90% completion in land handover. To date, compensation plans have been approved for 0.94 hectares out of a total of 1.18 hectares requiring acquisition, corresponding to 125 out of 180 affected land plots. Regarding the North-South High-Speed ​​Railway Project, the commune has received boundary markers on the ground and completed surveying of two resettlement areas in An Phuoc and An My villages, with a total area of ​​approximately 11.8 hectares, readying land for the resettlement of residents.

In 2026, Ngu Hanh Son ward was assigned to implement 21 projects with 1,491 dossiers to be resolved, relocating 3,663 graves, with a total capital of over 506 billion VND. According to Mr. Nguyen Hoa, Chairman of the People's Committee of Ngu Hanh Son ward, land clearance is a difficult task, directly related to the rights of the people, so the locality has identified propaganda, mobilization, and direct dialogue as the main solutions. With the spirit of listening, resolving each obstacle, and ensuring the legitimate rights of the people, the ward is gradually building consensus, contributing to accelerating the progress of land handover.

To date, the ward has completed three projects: the upgrading and renovation of the Ngu Hanh Son Medical Center; the adjustment, upgrading, and expansion of An Thuong 29 road (Military Region 5 technical family area, 387 workshop area); and the Binh Ky resettlement area. A total of 156 land plots have been handed over, with compensation and support payments totaling nearly 99.7 billion VND. “In the coming time, the ward will closely coordinate with relevant units to expedite the processing of land plots, compensation payments, and resettlement support, striving to complete the land clearance targets and create clean land for socio -economic development,” Mr. Hoa said.

According to Mr. Vo Nguyen Chuong, Director of the City's Land Development Center, in 2026 the entire city will implement land clearance for 404 projects in 54 communes and wards, with a total of 46,928 dossiers needing to be processed. In the first four months of 2026, the Land Development Center completed the handover of 3,660 dossiers, including 303 residential land dossiers and 3,357 agricultural land and other land dossiers, achieving 68% of the Q1 plan and over 26% of the plan for the first two quarters of the year. Simultaneously, 1,704 graves were relocated, and over 557 billion VND in compensation and support funds were disbursed, including over 309 billion VND from public investment capital and over 247 billion VND from private investment capital.

Focus on the driving project.

From now until the end of the year, city leaders are directing efforts to accelerate land clearance for a series of key national and local projects, contributing to double-digit growth. In response to this requirement, the entire political system continues to work together decisively to implement the plan.

According to Phan Van Ton, Secretary of the Party Committee of Ba Na Commune, the locality will focus on decisively directing the projects assigned by the city, while strengthening coordination to effectively implement key investment and construction projects in the area. The goal is to ensure the handover of land according to plan, minimize the need for coercive measures, and create favorable conditions for projects to be implemented as soon as possible.

With the political task of implementing land clearance and compensation for hundreds of projects, including many key and strategic projects, the City Land Development Center will prioritize the North-South high-speed railway, the Free Trade Zone, transportation routes connecting Lien Chieu Port, Vo Chi Cong Road 129, regional linkage projects in Central Vietnam, upgrading National Highways 14B, 14D, and 14E, as well as projects by THACO, Sun Group, and many other strategic investors.

Specifically for resettlement areas serving the high-speed railway project, the area north of the Thu Bon River currently has 6 resettlement areas and 1 cemetery; the area south of the Thu Bon River has 28 resettlement projects and 12 cemeteries. Although some areas have not yet had their detailed planning approved, the center has proactively assigned its branches to coordinate with consulting units to prepare technical designs and ensure all necessary conditions are met for immediate implementation once the procedures are complete.

For the Chu Lai - Truong Hai Automotive Mechanical Industrial Park expansion project (115ha), a total of 1,215 land clearance files are involved, including 207 houses and 1,375 graves. To date, the Land Fund Development Center has inventoried 935 files and forwarded 770 files to local authorities for land origin verification. The goal is to complete legal review, price setting and posting in May, payment in June, and complete land clearance within this year...

With the coordinated efforts of the entire political system and the consensus of the people, land clearance work is being gradually accelerated; contributing to unlocking land resources and creating a solid foundation for the city to effectively implement key projects and expand development opportunities in the new phase.
