What policies promote the cultural industry after the merger? - Part 1: Available potential, seizing opportunities

QTO - At the 9th Conference of the Party Central Committee (11th tenure), the cultural industry (CNVH) was officially mentioned in Resolution No. 33-NQ/TW, dated June 9, 2014 on "Building and developing Vietnamese culture and people to meet the requirements of sustainable national development". In which, developing CNVH was identified as one of the specific tasks. In 2016, the Government also issued the Strategy for developing Vietnam's cultural industries to 2020, with a vision to 2030... However, in reality, both Quang Binh and Quang Tri provinces (old) have not yet fully exploited their available potential to promote the development of CNVH as expected. New opportunities and new fortunes have come after the merger, but what timely, creative and effective decisions will be needed to not miss this "golden" opportunity?

In the Resolution of the Party Congress of Quang Binh and Quang Tri (old) provinces for the 2020-2025 term, the task of preserving and promoting traditional cultural values ​​and identities was identified. However, throughout the term, both provinces have not yet had a separate resolution on culture and cultural tourism. Cultural tourism (CTT) in particular is included in Action Program No. 01-Ctr/TU of the Executive Committee of the Party Committee of Quang Binh (old) province on developing tourism into a truly spearhead economic sector, period 2021-2025. This reality will certainly be different after the merger, because many potentials are ready for the cultural tourism of the new Quang Tri province to develop and make a breakthrough.

Regal Group is considered a “breath of fresh air” blowing into the young cultural industry of Quang Binh province (old) with a series of outstanding cultural events organized in recent times. Mr. Tran Ngoc Thai, Deputy General Director of Regal Group, commented: “Regal Group has constantly strived to create large-scale cultural events that connect the community and experience art.

From music festivals, art shows to diverse cultural activities, we aim to bring residents and visitors modern experiences, yet still imbued with local identity.

We believe that cultural industry is not only a key economic sector, but also an important bridge to promote tourism, improve spiritual life and create investment motivation for the locality. Therefore, Regal Group is building a comprehensive cultural-entertainment-arts ecosystem in the urban area, from performance spaces to a series of four-season festivals, to gradually position Quang Tri as a dynamic cultural destination with its own mark.

According to Dr. Tran Tu Luc, the potential fields of culture and tourism to become the strengths of the new Quang Tri province are: tourism; cinema and documentary films; design; handicrafts; performing arts, festivals; fine arts, photography, exhibitions...

Accordingly, many outstanding events have attracted hundreds of thousands of participants. Typically, Legend Fest on the occasion of April 30 and May 1, 2025 attracted 10,000 spectators. In addition to a large number of local people, the event also welcomed more than 5,000 spectators who were tourists from other provinces and cities, many of whom booked air tickets and rooms months in advance to experience the festival. The event contributed to creating a "push" to stimulate tourism consumption for the entire Dong Hoi-Bao Ninh region.

It is estimated that the total number of people accessing Legend Fest-related content on online platforms has exceeded 45 million, with tens of thousands of shares and mentions from the online community. Going beyond the scope of a simple music night - Legend Fest 2025 is a journey to change the mindset of cultural consumption, activate entertainment life and spread a new lifestyle: Art is a part of life.

Khe Sanh is a destination that is gradually forming its brand on the tourism map of the new Quang Tri province. Mr. Tran Thai Thien, Chairman of Huong Hoa Tourism Association, Executive Director of Vietnam-Khe Sanh Agricultural Tourism Cooperative, shared that the Cooperative is implementing two outstanding tours: "Khe Sanh Coffee Tour" and "Khe Sanh Colors", bringing unique and exclusive experiences to tourists, especially international visitors.

If “Khe Sanh Coffee Tour” tells the story of the journey of coffee beans on Khe Sanh land, touching the sacred historical memories of this land, “Khe Sanh Colors” brings a new perspective, new experiences. In addition, the Cooperative also introduces, promotes and sells local OCOP products both on-site and through very effective online channels. The system of homestays and farmstays in Khe Sanh is also an impressive highlight for tourists.

According to Dr. Tran Tu Luc, Head of the Faculty of Economics and Tourism, Quang Binh University, the potential of Quang Tri province's tourism industry can be summed up in two words: "gold mine". Because most of the fields of the tourism industry can find abundant and rich resources for development here.

First of all, it is a dense “treasure trove” with the world natural heritage Phong Nha-Ke Bang National Park (recently recognized by UNESCO as a cross-border world heritage with Hin Nam No National Park); a system of cultural-historical relics spanning the entire process of nation building and defense, especially during the resistance war against the US; traditional craft villages; unique intangible cultural heritages, from festivals, cuisine, traditional folk music...; the unique culture of the Bru-Van Kieu and Pa Ko people...

After the merger, a new development space opens up for the fields of the cultural industry with diverse regions, from mountainous, midland to plain, coastal... Quang Tri has a lot of potential to plan historical cultural industrial zones, creative culture along the North-South-East-West axis, connecting Laos and Thailand through the system of border gates.

Quang Binh (old) issued Plan No. 552/KH-UBND, dated April 2, 2025, on implementing Directive No. 30/CT-TTG, dated August 29, 2024 of the Prime Minister on developing Vietnamese cultural industries in the province by 2030.

In particular, it is necessary to emphasize the "strength" of the tourism industry of the new Quang Tri province with spiritual tourism, historical tourism, eco-tourism to experience the lives of ethnic minorities... Tourism leads the way for the development of the tourism industry and Quang Tri is completely ready with this fully "equipped" "guide"!

However, according to Dr. Tran Tu Luc, besides the potential, the difficulties in promoting the post-merger industrial park are not small. These include the lack of institutions to promote the industrial park, the lack of a clear legal framework, the lack of mechanisms to encourage private investment in the industrial park, and the difficulty in mobilizing capital.

In addition, there are limitations in cultural linkages in tourism, not yet approaching cultural industry systematically, still "each person runs for his own". While reality shows that cultural industry is a new field, it is necessary to clarify the concept and needs creative businesses, daring to think and dare to do.

In addition, other post-merger challenges must be mentioned, such as: Competition from larger cultural industry centers, the nearest of which is Hue City (therefore, the province needs to build its own cultural industry brand); limited resources, especially in terms of finance; lack of industry linkages, which makes cultural industry products easily fragmented, lacking unity, and reducing competitiveness; incomplete legal status... Therefore, a timely, creative, and effective policy to promote the cultural industry is highly anticipated in the context of the 1st Quang Tri Provincial Party Congress approaching.
