
Land clearance issues
At a working session with the delegation led by the Standing Deputy Secretary of the Provincial Party Committee, Le Van Dung, yesterday morning, April 4th, the leaders of Phuoc Son District People's Committee stated that the locality has closely coordinated with relevant departments and the Project Management Board 4 in the implementation process, focusing on accelerating compensation and land clearance for the project.
Phuoc Son District, in coordination with the Department of Transport, has completed the paperwork and made payments to Quang Nam Power Company for the relocation of the 22kV power line and the rural residential power supply line.
In addition, the District People's Committee, in coordination with the Department of Natural Resources and Environment, will prepare cadastral survey documents to ensure timely completion and resolve related issues in the implementation of the compensation, support, and resettlement plan for the project.

A crucial part of the work is reviewing the records and land area of the 327,661 reforestation projects within the land clearance scope. This is currently a "bottleneck" for Phuoc Son.
Mr. Que Hai Trung, Deputy Director of Project Management Board 4, said that so far, only 16.6km of land in Phuoc Son district has been handed over for 34 sections. Currently, 110 out of a total of 442 households still have not had their land ownership verified. The disbursement progress for land clearance funds in 2024 has only reached over 0.36 billion VND compared to the registered amount up to the end of March (8 billion VND), only at 4.6%.
"Currently, there are still 4 households building houses on forest land (land type 327), land type 661, land designated for 3 types of forest, or rice paddy land. These households all face difficulties in verifying the legal status of their residential land and are classified as poor households, making land clearance very challenging."
"Because the design documents for projects 327 and 661 provided by the forestry sector are paper-based, their accuracy is only relative, making it difficult to determine the location and area of land belonging to projects 327 and 661 that are related to the project's land clearance scope. Time is running out to complete the project, therefore it needs to be expedited," Mr. Trung suggested.

Departments and agencies will actively provide support.
Mr. Ho Cong Diem, Vice Chairman of the People's Committee of Phuoc Son district, said that for the 3.86 km section of the route within the project land area of 327,661, Phuoc Hoa and Phuoc Hiep communes and relevant departments of the district will actively coordinate to complete the verification of contracted households before April 15th and propose a solution.
Local authorities will simultaneously disseminate information to the public regarding support and compensation policies for land under projects 327 and 661, develop compensation plans, and submit them for appraisal and approval before April 30th to ensure the set deadline is met.

During an inspection of the construction site for the renovation and upgrading project of National Highway 14E in Phuoc Son district, the Standing Deputy Secretary of the Provincial Party Committee, Le Van Dung, commended and highly appreciated the efforts of the investor, the construction unit, and the Phuoc Son district government in coordinating the project's implementation. The relevant departments and agencies also demonstrated great responsibility in implementing the directives of the Provincial Party Standing Committee and the Provincial People's Committee, working alongside the locality to resolve any obstacles.
"The reality shows that there is still much work to be done, requiring the active involvement of relevant sectors, supporting the District Party Committee, the People's Committee and specialized departments of Phuoc Son to resolve obstacles and strive to hand over the land in May."
The ultimate goal is to complete the construction according to the planned schedule, ensuring technical and aesthetic standards. This road is extremely significant for Quang Nam, and we must be determined to complete the remaining section, fulfilling our responsibilities to resolve any obstacles related to projects 327 and 661.
"During the implementation process, we must protect the legitimate rights and interests of the people, especially those affected by the project, but we must also resolutely direct action against those who are negligent or causing difficulties, and even consider options to protect the construction work to ensure it stays on schedule," said Deputy Secretary of the Provincial Party Committee Le Van Dung.
