Stuck in land clearance

At the working session with the delegation led by Standing Deputy Secretary of the Provincial Party Committee Le Van Dung yesterday morning, April 4, the leader of Phuoc Son District People's Committee said that the locality has closely coordinated with the Departments, Project Management Board 4 in the implementation process, focusing on speeding up the compensation and site clearance work of the project.

Phuoc Son District has coordinated with the Department of Transport to complete the documents and pay Quang Nam Electricity Company to relocate the 22kV power line and rural household power supply line.

In addition, the District People's Committee coordinates with the Department of Natural Resources and Environment to prepare cadastral survey records to ensure timely completion and resolve related problems in implementing the project's compensation, support and resettlement plan.

An important part of the work is to review the records and land area of the 327 and 661 forestation projects within the clearance area. This is currently the “stuck point” of Phuoc Son.

Mr. Que Hai Trung - Deputy Director of Project Management Board 4 said that up to now, the land through Phuoc Son district has only been handed over 16.6km for 34 sections. Currently, there are still 110 out of 442 households whose land origin has not been verified. The progress of disbursement of land clearance capital in 2024 has only reached more than 0.36 billion VND compared to the registration by the end of March (8 billion VND), only at 4.6%.

“Currently, there are 4 households building houses on forest land 327, land 661, land planned for 3 types of forest or rice land. The above households are all in difficult cases in the work of confirming the legal status of residential land and are poor households, so it is very difficult to clear the land.

Because the design documents for projects 327 and 661 provided by the forestry sector are paper copies, the accuracy is only relative, causing difficulties in determining the location of the land area of projects 327 and 661 related to the project's clearance scope. The project completion time is running out, so it needs to be accelerated" - Mr. Trung suggested.

Departments and branches will actively support

Mr. Ho Cong Diem - Vice Chairman of Phuoc Son District People's Committee said that for the 3.86 km long section of the project land area 327, 661, Phuoc Hoa, Phuoc Hiep communes and the district's departments will actively coordinate to complete the verification of contracted households before April 15, and propose a solution.

The locality will simultaneously propagate and mobilize people about support and compensation policies for project land 327, 661, develop compensation plans, submit for appraisal and approval before April 30 to ensure the set progress.

Inspecting the construction site of the project to renovate and upgrade National Highway 14E through Phuoc Son, Standing Deputy Secretary of the Provincial Party Committee Le Van Dung praised and highly appreciated the efforts of the investor, construction unit and Phuoc Son district authorities in coordinating the implementation of the project. The departments and branches have also been very responsible in implementing the direction of the Provincial Party Committee and the Provincial People's Committee, accompanying the locality to remove obstacles.

“Practice shows that there is still much work to be done, requiring active participation of relevant sectors, support for the District Party Committee, People's Committee and specialized departments of Phuoc Son to remove obstacles, striving to hand over the site in May.

The ultimate goal is to complete the project on schedule, ensuring technical and aesthetic standards. This is a very meaningful route for Quang Nam, we must be determined for the remaining stages, and do our best to resolve the problems related to projects 327 and 661.

During the implementation process, we must protect the legitimate rights and interests of the people, especially those affected by the project, but we must also resolutely direct cases of procrastination and difficulties, and even consider construction protection plans to keep to the set schedule," said Deputy Secretary of the Provincial Party Committee Le Van Dung.
