The European working trip of Deputy Prime Minister Tran Hong Ha continues to implement the foreign policy guidelines of the 13th Party Congress and Directive 25 of the Party Central Committee on strengthening and elevating multilateral diplomacy, affirming Vietnam's commitment to strengthening and promoting relations with two important partners in the European Union (EU).

From June 21-27, Deputy Prime Minister Tran Hong Ha led the Vietnamese delegation to attend the Summit on the New Global Financial Accord and worked in France; co-chaired the eighth meeting of the Vietnam-Netherlands Intergovernmental Committee on Climate Change Adaptation and Water Management; and worked in the Netherlands.

Reforming the multilateral financial system for sustainable growth.

The Summit on a New Global Financial Pact is an initiative put forward by French President Emmanuel Macron at the 2022 Summit of the Group of Twenty (G20) leading developed and emerging economies , aiming to promote reforms in the international financial system, address the climate crisis, biodiversity, and development through enhanced financing and concessional loans for developing countries in the South.

The conference was held against the backdrop of a world facing unprecedented crises such as climate change and biodiversity, along with the impacts of the Covid-19 pandemic, conflict, and increasing inequality. The primary consequence is the depletion of national budgets and soaring public debt, making it increasingly difficult to achieve the Sustainable Development Goals and the Montreal and Kunming climate change commitments.

Therefore, to collectively address challenges including climate change, biodiversity loss, poverty, and global health, and to invest in the future, nations need to build a new global financial treaty. The international community needs to share a common vision to reform the multilateral financial system and identify new ways to collectively achieve sustainable growth and transition to a carbon-free economy.

This year's conference is expected to be attended by approximately 300 delegations representing countries, socio-political organizations, and businesses, with around 100 leaders from countries and international organizations.

Highlighting the significance of Deputy Prime Minister Tran Hong Ha's participation at the Conference, Vietnamese Ambassador to France Dinh Toan Thang stated that Vietnam is one of the countries heavily affected by natural disasters and climate change, and therefore identifies green growth as an important strategy towards sustainable development.

Over the years, the Party and State have consistently devoted special attention and financial resources to green growth. Vietnam's consistent and overarching policy is to resolutely address climate change and build a green, circular, and environmentally friendly economy. This is demonstrated by the Government's strong commitment to net zero emissions by 2050 at COP26, and its decision to participate in the Joint Economic Partnership for a Just Energy Transition (JETP) with several G7 countries and other international partners. These commitments serve domestic socio-economic development while contributing to the international community's response to climate change.

According to Ambassador Dinh Toan Thang, Vietnam's participation in the New Global Financial Accord Summit in Paris continues its strong and consistent commitment to responding to climate change, demonstrating Vietnam's responsibility to join hands with the international community in addressing this global challenge.

Following Vietnam's commitments at COP21 Paris, COP26 Glasgow, and its participation in the JETP in 2022, attending the Summit on the New Global Financial Accord is a concrete step to mobilize financial and technological resources, contributing to the implementation of the Vietnamese Party and State's policies on building a green and circular economy; and supporting Vietnam in fulfilling its commitments to achieve net-zero emissions by 2050 with international support.

Accordingly, Vietnam expresses its desire to transform its growth model towards greening economic sectors, adopting a circular economy model through the efficient and economical exploitation and use of natural resources and energy based on science and technology, applying digital technology and digital transformation, and developing sustainable infrastructure to improve the quality of growth, leverage competitive advantages, and minimize negative impacts on the environment.

Effective cooperation with two EU partners.

During his working visit, Deputy Prime Minister Tran Hong Ha participated in several bilateral activities in France and the Netherlands, against the backdrop of Vietnam's relations with these two EU member states continuing to develop positively and strongly in many areas.

For France, 2023 marks the 50th anniversary of the establishment of diplomatic relations and the 10th anniversary of the Vietnam-France Strategic Partnership. Both sides maintain regular contact, exchange delegations and cooperation mechanisms, share many common views on global issues, and coordinate and support each other in international organizations and forums.

According to Ambassador Dinh Toan Thang, the foreign policies of Vietnam and France have important and strong points of intersection, all geared towards cooperation, peace, security, and development. Facing new challenges, both countries are focusing their efforts on economic recovery while ensuring their growth and development goals are met.

Notably, the Vietnamese community in France, comprising approximately 300,000 people, is the largest Vietnamese community in Europe and has made significant contributions to deepening and strengthening bilateral relations.

Looking ahead, the two countries have many opportunities to elevate cooperation to new heights in the coming years and decades, thanks to the determination of their leaders, the support of all segments of the population, and the active participation of partners in all fields.

For the Netherlands, 2023 was also a special year in Vietnam-Netherlands relations, marking half a century of cooperation for the benefit of both countries and common progress in the world. The two countries established a Strategic Partnership on Climate Change Response and Water Management (2010), a Strategic Partnership on Sustainable Agriculture and Food Security (2014), and a Comprehensive Partnership (2019).

The two sides regularly maintain exchanges of delegations at all levels and bilateral cooperation mechanisms, coordinating and supporting each other in international forums and organizations. In particular, the Netherlands is Vietnam's second largest trading partner in Europe.

According to Vietnamese Ambassador to the Netherlands Pham Viet Anh, Deputy Prime Minister Tran Hong Ha's visit to the Netherlands focuses on cooperation in adapting to climate change and sustainable development, with the latter co-chairing the eighth session of the Intergovernmental Committee on Climate Change Adaptation and Water Management.

Pointing out that the bilateral activities during Deputy Prime Minister Tran Hong Ha's working visit to the Netherlands focused on cooperation in adapting to climate change, Ambassador Pham Viet Anh believes that this is an important and overarching theme in the strategic cooperation between the two countries, and is of vital importance to Vietnam in overcoming the challenges posed by nature in the coming decades.

With these practical contents, Deputy Prime Minister Tran Hong Ha's working trip, combining bilateral and multilateral activities, demonstrates Vietnam's role as a responsible, proactive, and positive member of the international community in addressing common challenges; it also affirms the importance and desire to promote a comprehensive and effective partnership and cooperation with the EU and its member states, including France and the Netherlands.
