On the afternoon of June 25th in Dalian City, Liaoning Province, China, Prime Minister Pham Minh Chinh received Mr. Lou Qiliang, Chairman of the Board and General Director of the China Railway Signaling Corporation (CRSC).

During the meeting, the Prime Minister stated that Vietnam is striving to improve transportation connectivity, including railway connections, to serve green development, promote industrialization and modernization, and develop the country. Vietnam hopes to exchange ideas and explore cooperation opportunities, and requests China's support in designing, constructing, and transferring technology, especially in developing railway projects from Yunnan through Lao Cai to Hai Phong, the Lang Son to Hanoi line, and the Dongxing to Mong Cai and back to Hai Phong line. Vietnam also wishes to accelerate the development of urban railways.
Mr. Lau stated that CRSC is the largest railway signaling enterprise in China. In the subway sector alone, the group holds a 45% market share. The group hopes for opportunities to cooperate with Vietnam because it has strengths from design to production of railway control signaling systems, including software and equipment digitization – creating a closed loop, thereby providing Vietnam with the best products at competitive prices, ensuring quality and safety. Regarding the railway transportation sector, he said that human resources play a very important role, therefore the company can train human resources and cooperate with Vietnam in research and development (R&D).
In addition, Minister of Transport Nguyen Van Thang stated that developing the railway system is Vietnam's biggest strategy currently; the country aspires to develop a high-speed North-South railway system over 1,500 km long. Regarding the North-South high-speed railway project, Vietnam is determined to implement it in the 2026-2027 period, and therefore hopes to cooperate with other countries, including China, in the fields of railways, rolling stock, and signaling. Mr. Thang assessed that in high-speed railways, the signaling and communication system is extremely important and determines the system's safety.
The government is directing three railway projects connecting with China, hoping that by mid-2025, the first project, Lao Cai - Hai Phong, can be implemented. Regarding standard-gauge railway projects, especially those connecting seaports to economic zones, airports, seaports, and border crossings, we hope that businesses will invest through the Public-Private Partnership (PPP) model. Therefore, we hope the Group will explore potential cooperation in the future.
During the meeting, Minister of Information and Communications Nguyen Manh Hung briefly introduced Vietnam's digital transformation program aimed at shortening the process of industrialization and modernization of the country. CRSC has strengths in digital transformation, and therefore hopes the corporation will cooperate with Vietnam and participate in digital transformation projects, especially enterprise digital transformation.
The Prime Minister agreed with the corporation's opinion on the necessity of managing railways using digital technology, noting that training human resources for railway projects in Vietnam is facing difficulties. Vietnam wants to cooperate with China on human resource training, command, control, and design in railway projects. Human resources must be prioritized before technology transfer. The Prime Minister also emphasized the issue of resource mobilization. If product costs and logistics remain high, competitiveness in the market will be impossible. The Prime Minister hoped that the corporation's leaders would visit Vietnam to discuss specific details with relevant ministries, agencies, and organizations to promote projects and contribute to realizing the agreement of the high-level leaders of the two countries.
CRSC, a subsidiary of the State-owned Assets Supervision and Administration Commission of China (SASAC), is the world's largest supplier of railway transport control systems. The group has built a complete industrial chain, from design and R&D to equipment manufacturing and technical services for railway transport control systems. The group serves as China's competent regulatory body for technical and product standards for railway transport control systems.
The group operates in more than 20 countries and regions, including the Jakarta-Bandung HSR project in Indonesia, the Hungary-Serbia railway, and the China-Laos railway. Revenue in 2023 exceeded 37 billion yuan (RMB), and profits reached 4.7 billion RMB.
