Reduce the construction permit issuance time to 6 days.

(GLO) - The Ministry of Construction has recently abolished or amended many procedures in the fields of planning, architecture, and construction, aiming to simplify and shorten processing times. In particular, the time for issuing construction permits has been reduced to 6 days, making it more convenient for citizens and businesses.

On May 13, 2026, the Ministry of Construction issued Decision No. 709/QD-BXD concerning the field of planning and architecture. Accordingly, several procedures were abolished, including the procedure for recognizing architectural practice certificates for foreigners in Vietnam at the provincial level. At the same time, many other procedures were adjusted to significantly shorten processing times.

Specifically, the procedure for approving or adjusting planning schemes prepared by investors is now processed within no more than 8 working days. In the field of architecture, the time for issuing a professional practice certificate is 6 working days, renewal takes 4 days, and re-issuance due to errors by the issuing authority takes only 2 days.

On the same day, the Ministry of Construction also issued Decision No. 708/QD-BXD on the field of construction activities. The content focuses on improving the process of granting professional certificates and licenses to contractors, especially foreign contractors.

Accordingly, the time for issuing new construction practice certificates of hạng II and III has been shortened to 6 working days from the date the application meets the requirements. For foreign contractors, the procedure for issuing or adjusting construction operating licenses is also required to be processed within 6 days.

This move is implemented based on Government Resolution No. 24/2026/NQ-CP on reducing, simplifying, and decentralizing administrative procedures in many fields, including construction. Citizens and businesses can submit applications flexibly through various methods such as in person, via postal service, or online through the public service system.

These decisions take effect from the date of signing and replace the corresponding regulations issued previously in 2020, 2025 and early 2026.

According to the Ministry of Construction, the revision of administrative procedures aims to simplify the process of handling applications, promote administrative reform, and enhance digital transformation in planning and architectural practice; while also creating favorable conditions for citizens, businesses, and organizations operating in the construction sector.
