We have visited the resettlement communes of Thanh Son and Ngoc Lam (Thanh Chuong district) countless times, and each time we feel the new changes. Most noticeably, the gardens surrounding the resettlement houses in the villages are no longer overgrown with weeds. Lush green banana trees; vast cassava fields and acacia forests; children excitedly going to school… these are vibrant pictures of the people's lives after nearly 20 years of dedicated efforts to rebuild.
The leaders of Thanh Chuong district were also very enthusiastic when we mentioned the changes in the ethnic minority areas after 5 years of implementing the Resolution of the 3rd National Congress of Ethnic Minorities (2019-2024). Specifically, the poverty rate decreased from 44% (in 2019) to 30.9% (in 2023), an average annual reduction of 5%. The average per capita income in 2019 was 16.5 million VND, but by 2023 it had reached 31.5 million VND, nearly double the figure in 2019.
Taking advantage of the hilly and mountainous terrain, the local people have boldly applied science and technology to production, shifting the structure of crops and livestock, focusing on developing the hill and forest economy , contributing to accelerating poverty reduction and building new rural areas in the localities. In particular, they have focused on production by promoting the application of scientific and technological advancements, introducing new high-yield and high-quality varieties into mass production.
With state investment, many people who refused to accept poverty in the new land have strived to improve their lives, competing to develop the economy and enrich themselves. In the resettlement villages, many successful households have emerged, building integrated economic models. These diverse development models focus on short-term gains to support long-term growth, creating sustainable income. Among these exemplary cases are the families of Mr. Luong Van Phuong and Mr. Luong Van Thai in Tan Hop village, Ngoc Lam commune; and the families of Mr. Vi Van Tuyen and Mr. Vi Thanh Nghe in Thanh Duong village, Thanh Son commune…
Through mutual support and solidarity, households have helped each other with capital and seeds; established rice-growing groups, money-making groups, and savings groups; and exchanged economic experiences among households and ethnic groups within the community.
Closer to the lives of the people, the ethnic minorities in the resettlement villages have benefited from many practical ethnic projects and policies such as providing 100 water tanks for daily use and 156 breeding calves to poor and near-poor households; vocational training for 895 workers, including over 146 who participated in overseas labor export and hundreds who found employment locally; the percentage of trained workers reached 54% in 2019 and is projected to reach 64% in 2024. Many seedlings and livestock have also been provided to the poor in the two resettlement communes, helping people have more opportunities to improve their lives and assert themselves in the new land.
The ethnic minority area of Thanh Chuong district includes two resettlement communes, Thanh Son and Ngoc Lam, belonging to Zone III, with 13 villages and hamlets; mainly inhabited by the Thai and Khmu ethnic groups. During the implementation of the resolution of the Congress of Ethnic Minorities of Thanh Chuong district, a total of 24.52 billion VND was allocated to the two localities to invest in the construction of 2 transportation projects, 3 school projects, 2 community centers, and to organize the maintenance and repair of 9 other projects...
In addition, social welfare activities have also made a significant contribution to increasing the criteria for New Rural Development by 2-3 criteria per commune, bringing the average economic growth rate over the past 5 years to 10.4%. Specifically, the total value of production in 2023 reached 377 billion VND, double the 180 billion VND recorded in 2019.
It can be affirmed that, after 5 years of implementing the resolution of the 3rd Congress of Ethnic Minority Representatives of Thanh Chuong District in 2019, investment resources from ethnic policy programs and projects; and national target programs have been implemented synchronously and practically, solving many essential issues of people's lives, thus achieving positive results.
Notably, improved infrastructure has transformed the face of rural areas inhabited by ethnic minorities and mountainous regions; the material and spiritual lives of ethnic minorities have been increasingly enhanced; the historical and cultural values of ethnic minorities have been effectively maintained and promoted; the poverty rate has decreased over the years; ethnic minorities are enthusiastic and confident in the leadership of the Party and the management of the State, and are reassured in building a new life...
During the 4th Congress of Ethnic Minority Representatives of Thanh Chuong District in 2024, many specific goals and targets were set. These included raising the percentage of culturally exemplary families to over 70%; reducing the poverty rate among ethnic minority households to below 15%; achieving an annual rice production of 360 hectares with a yield of 65 quintals/hectare; and ensuring a stable tea cultivation area of 500 hectares by 2029...
