On the morning of October 4, Mr. Nguyen Duc Trung - Secretary of Nghe An Provincial Party Committee - inspected the damage and recovery work of storm Bualoi (storm No. 10) and post-storm floods in communes in Thanh Chuong district (old).
According to Tuoi Tre Online , by the morning of October 4, nearly a week after storm Bualoi made landfall, in Bich Hao commune, Nghe An province, the water level had receded slowly, many roads were flooded, landslides and damaged. 20/30 hamlets and some residential areas of hamlets were isolated.
People who want to travel to the center have to travel by boat or raft. The electricity system is down, people have to buy gasoline and oil to run generators. All students in this commune are also on leave from school.
"After the storm, we had not yet finished repairing the damage when the rain and floods came, isolating the roads. Power outages and lack of clean water made our daily lives upside down," said Dinh Nho Phu Quy, a resident of Bich Hao commune.
Mr. Tran Linh - Secretary of the Party Committee of Bich Hao commune - said that storm Bualoi and the floods after the storm caused more than 2,500 houses to have their roofs blown off, 550 houses to be flooded, with 50-80% damage; 132 households including policy families, poor households, near-poor households, and vulnerable households suffered damage.

"The commune is focusing on directing and supporting people to overcome the consequences with the motto of "fixing as soon as the flood recedes, stabilizing life. Supporting the electricity, telecommunications, and traffic forces to quickly overcome incidents caused by storms and floods," said Mr. Linh.
Reporting the damage to the Secretary of Nghe An Provincial Party Committee, Mr. Linh proposed that provincial departments have policies to provide early support for damage to schools, medical facilities and traffic routes.
Financial support for the locality to repair storm-damaged structures is provided by the newly established government, the budget is not yet available, and recently there have been many natural disasters and epidemics in the area, so the locality is facing many difficulties.
Giving gifts to people and providing support to localities affected by floods, the Secretary of Nghe An Provincial Party Committee noted that localities need to synchronously and promptly deploy solutions to support people after storm Bualoi and prepare to respond to storm Matmo in the coming days.

Mr. Trung requested that in areas where the storm passed, forces urgently clean up, clear traffic routes, restore power and communication systems; at the same time repair schools, minimizing disruption to students' learning.
Medical facilities were also quickly put back into operation, along with the restoration of production and business of the people.
"With the four-on-the-spot plan and the motto of communes helping communes, localities must ensure safe housing, provide adequate food and essential necessities, and absolutely not let people fall into a situation of lack of housing or hunger," Mr. Trung emphasized.

In the past two months, Nghe An has suffered three consecutive major storms.
In the storm Bualoi alone, Nghe An province had 82 houses collapsed, 132 houses severely damaged, 1,952 houses damaged, more than 62,500 houses had their roofs blown off; 45 schools flooded, 37 medical facilities damaged; many agricultural, forestry and fishery production areas were severely damaged, and a series of traffic, irrigation and electricity works were affected.
Total damage in the province is estimated at about 2,136 billion VND.
