Director Nguyen Huy Tien: Nearly 14,000 cases of waste were resolved, recovering more than 54,000 billion VND

The Procuracy resolved 12,950 cases/29,137 defendants, the court resolved 13,738 cases/30,805 defendants; recovered more than 54,531 billion VND related to the issue of saving and fighting waste.

On the morning of December 3, Chief Justice of the Supreme People's Procuracy Nguyen Huy Tien presented a report on the implementation of a number of resolutions of the 14th and 15th National Assembly terms on thematic supervision and questioning.

Prosecution of 141 cases on land planning, management and use

Mr. Tien said that implementing the directives and resolutions of the Politburo , laws and resolutions of the National Assembly, the Chief Justice of the Supreme People's Procuracy has issued working directives, thematic directives, and key task plans.

Focus on perfecting institutions, setting out key breakthrough tasks, promoting advantages, overcoming shortcomings, especially issues recommended by National Assembly committees.

Regarding implementation results, related to Resolution 82 of 2019 (on continuing to improve and enhance the effectiveness and efficiency of implementing policies and laws on urban planning, management and land use ), the People's Procuracy at all levels has actively and proactively coordinated with investigation agencies to verify and resolve 328 sources of information about crimes.

At the same time, the right to prosecute and investigate 211 cases/798 defendants was exercised; 141 cases/655 defendants were prosecuted and prosecuted for crimes related to urban land planning, management and use.

The Supreme People's Procuracy has also presided over and coordinated with the Ministry of Public Security, the Supreme People's Court and the Vietnam Social Security to prosecute, investigate, prosecute and try acts of evading social insurance and unemployment insurance payments.

Accordingly, the Procuracy has accepted and resolved 41 cases/223 defendants; prosecuted and tried 38 cases/215 defendants.

Notably, the report of Director Nguyen Huy Tien clearly shows a large number of cases related to thrift, anti-waste and the mobilization, management and use of resources to prevent and fight the COVID-19 pandemic according to Resolution 74 and Resolution 99 of the National Assembly.

Accordingly, the Supreme People's Procuracy has issued a program to practice thrift and combat waste for the 2023-2025 period; has streamlined the organizational structure; and arranged and handled headquarters and assets after the merger.

Strengthen inspection and examination; speed up the investigation, prosecution and trial of cases. Investigation agencies prosecuted 15,723 cases/33,449 defendants, the Procuracy resolved 12,950 cases/29,137 defendants, the court resolved 13,738 cases/30,805 defendants; recovered more than 54,531 billion VND.

The Institute also requested to urgently and thoroughly handle cases and matters in the management and use of resources for COVID-19 prevention and control, especially violations and cases related to Viet A Technology Joint Stock Company . The Procuracy coordinated to prosecute, investigate, prosecute and try 37 cases/248 defendants.

The entire sector has focused on strengthening the supervision of investigation agencies at all levels in reviewing, evaluating, classifying and resolving suspended cases. As a result, 38,456 sources of information on crimes and 26,424 cases/5,802 suspended defendants have been reviewed, classified and resolved.

Proposing the National Assembly to direct the review, amendment and supplementation of documents in the fields of land management and insurance.

The Chief Justice of the Supreme People’s Procuracy also reported on a number of difficulties and problems. Accordingly, a number of child sexual abuse cases lack direct evidence; the victims are young and suffer psychological trauma, making the investigation difficult.

On the other hand, collecting documents on fraud and insurance evasion is still difficult due to the lack of cooperation of some businesses; workers are afraid of affecting their jobs so they are not bold enough to report.

The appraisal and valuation work of some cases and incidents is still prolonged, leading to some cases having to return their files for further investigation or temporarily suspend them.

Through the implementation of the National Assembly's resolutions on thematic supervision and questioning, the Supreme People's Procuracy proposed that the National Assembly direct the review, amendment, supplementation or promulgation of legal documents in state management fields such as land, insurance, etc. to ensure strictness and consistency; at the same time, strengthen the explanation and guidance for unified application of the law.

The Institute also proposed to consider increasing the regular expenditure norms for the 2026-2030 period and public investment capital to build headquarters systems, purchase equipment and working means; especially digital transformation funds for judicial agencies to meet requirements and tasks in the new situation.
