
Previously, the People's Committee of Hoang Liet Ward received feedback from a number of residents at the HH Linh Dam apartment complex about the Linh Dam Housing Service Branch announcing the temporary suspension of accepting new electric motorbikes and electric bicycles from December 1, 2025 and completely stopping accepting electric vehicle parking from February 1, 2026 in the basements of the buildings.
Regarding this matter, Vice Chairman of Hoang Liet Ward People's Committee Ta Viet Dung said: The Ward People's Committee has issued an official dispatch requesting Private Enterprise No. 1 of Dien Bien Province; Linh Dam Housing Service Branch not to refuse to keep residents' electric vehicles. At the same time, a solution plan has been developed to arrange a location to keep residents' electric vehicles according to the roadmap in Resolution No. 57/2025/NQ-HDND dated November 26, 2025 of the City People's Council.
According to Mr. Ta Viet Dung: The Hanoi People's Council issued Resolution No. 57/2025/NQ-HDND dated November 26, 2025 regulating the implementation of low-emission zones in Hanoi (Implementing Point a, Clause 2, Article 28 of the Capital Law No. 39/2024/QH15). According to the Resolution, the city is oriented on measures to develop transport infrastructure to encourage the use of means of transport using clean energy, green energy, and environmentally friendly as prescribed in Clause 2, Clause 3, Article 9 of Circular No. 53/2024/TT-BGTVT of the Ministry of Transport (such as pure electric vehicles PEV or BEV, pure fuel cell electric vehicles PFCEV or PCEV, vehicles using hydrogen fuel...). Accordingly, during the implementation period of the Resolution from now until 2026-2030, the number of electric vehicles of residents will increase significantly to gradually replace gasoline and diesel vehicles.
To strictly implement Resolution No. 57/2025/NQ-HDND dated November 26, 2025 of the Hanoi People's Council and the Housing Law 2023, the Ward People's Committee requested Private Enterprise No. 1 of Dien Bien province (investor of HH apartment complex) and Linh Dam Housing Service Branch (unit representing the investor in managing and operating the apartment building) to continue to look after electric vehicles for residents, and at the same time develop a solution plan to arrange a location to keep electric vehicles of residents according to the roadmap.
In addition, the company has increased its patrol force to promptly detect and handle situations and incidents arising during the process of vehicle parking in the basement of the HH Linh Dam apartment complex; regularly inspect and maintain the fire prevention, firefighting, rescue and salvage systems and equipment to ensure stable operation and proper design functions when incidents occur.
The People's Committee of Hoang Liet Ward requests that the Provincial Private Enterprise No. 1 and the Linh Dam Housing Service Branch strictly implement this. In case the Enterprise and the Branch intentionally do not accept electric bicycles, electric motorbikes, and electric vehicles, causing disorder and insecurity, the Enterprise and the Branch will be fully responsible before the law.
According to the feedback from residents living in the HH Linh Dam area, previously, the Management Board of the HH Linh Dam building (under the Linh Dam Housing Services Branch - the representative unit of the investor in managing and operating the apartment building) announced the temporary suspension and eventual complete cessation of the reception and storage of electric motorbikes and electric bicycles in the basements. The reason given by this unit is that the number of electric motorbikes stored in the basement has increased rapidly in recent times, leading to an overloaded situation, posing many potential risks. Electric motorbikes and electric bicycles run on batteries - parts that have a high risk of fire and explosion if there is an electrical short circuit, collision or improper operation.
According to the Management Board of HH Linh Dam building, the number of electric vehicles in the basement is too large, which is a closed space. If an incident occurs, the fire will spread quickly, creating a lot of toxic smoke and making it difficult to escape, threatening the lives and property of residents. Currently, the number of vehicles has exceeded the safe load capacity according to the building's design. In addition, the designed parking area is only enough to accommodate a certain number of vehicles. In fact, motorbikes have exceeded the design standards, increasing the number of electric motorbikes and electric bicycles will affect the walkways, escape routes and general operations. The above announcement has made residents living here confused and they are demanding an early solution to ensure people's parking needs when Hanoi will ban gasoline-powered motorbikes according to time frames or in designated areas of Ring Road 1 from July 1, 2026.
