Hanoi plans to provide up to VND5 million in support for people switching from gasoline-powered motorbikes to electric motorbikes. Poor households will receive up to VND20 million in support, and near-poor households VND15 million.

At the 28th session taking place from November 26-28, the Hanoi People's Council will consider and approve two resolutions related to low-emission zones and policies to support the conversion of vehicles to clean energy.

According to the draft, individuals with permanent or temporary residence for two years or more, who own a motorbike running on fossil fuel, will be supported with 20% of the vehicle's value when switching to a motorbike using green energy with a price of VND 10 million or more, but not exceeding VND 5 million. Poor households will be supported with up to VND 20 million, near-poor households with VND 15 million. Each person will only be supported with one motorbike, applicable from the time the resolution takes effect until before January 1, 2031.

This level is higher than the proposal of the Department of Construction in July 2025 (maximum 3-5 million VND depending on the subject) and is equivalent to the policy that Ho Chi Minh City is proposing. In addition to direct support, Hanoi also plans to reduce 50% of registration and license plate fees for vehicles converted to clean energy before 2031; poor and near-poor households are exempted 100%.

The city also plans to provide financial support for people buying electric motorbikes in installments. Accordingly, the budget will support 30% of the loan interest on the entire contract value (maximum term of 12 months) when people buy motorbikes at units affiliated with banks or financial companies.

For businesses, taxis and buses that convert to green transport and keep their license plates will receive 100% fee support. Businesses that rent green transport vehicles and temporarily use the roadway or sidewalk as parking spots will also be exempt from fees for up to 5 years.

Expanding free public transport coverage

Along with restricting personal vehicles, Hanoi continues to expand its fare exemption policy for groups of meritorious people, people with disabilities, the elderly, children under 6 years old, poor households, students and industrial park workers when using large-scale public transport.

Commune-level People's Committees will review and propose suitable locations for investment in public clean energy charging stations. Parking lots in apartment buildings, commercial buildings, hospitals and public works in the Ring Road 3 area must convert at least 15% of parking spaces to clean energy charging stations before January 1, 2030; new construction must reach at least 30%.

Road infrastructure such as bus stations, parking lots, and rest stops, if being exploited in Ring Road 3, must also install at least 15% of charging stations before 2030; new projects require 30%. The city supports businesses investing in charging station infrastructure including: 30% of loan interest for a maximum of 5 years; 50% of site clearance costs; 100% exemption of land rent for the first 5 years. Projects of this type are established, appraised, and decided on for investment immediately, without having to go through the procedure of deciding on investment policy.

The issuance of new resolutions aims to concretize the Capital Law 2024 and Prime Minister 's Directive 20 on preventing environmental pollution. According to the roadmap, from July 1, 2026, Hanoi will ban gasoline motorbikes in Ring Road 1; by 2028, it will be banned in Ring Road 2 and from 2030, it will be banned in Ring Road 3, while at the same time, it will limit gasoline-powered cars.

Hanoi currently has about 6.9 million motorbikes, of which about 450,000 are in the beltway area 1 alone. Vice Chairman of the Hanoi People's Committee Duong Duc Tuan said at a discussion in July 2025 that gasoline motorbikes account for 60% of air pollution sources, while 70% of vehicles in circulation are old, making it difficult to control emissions.
