The Ho Chi Minh City Department of Construction has just reported to the Ho Chi Minh City People's Committee on the implementation of investment procedures for Can Gio Bridge and Phu My 2 Bridge, proposing to apply the mechanism of "urgent projects that must be implemented immediately" to complete them soon, connect synchronously with the traffic network, and meet the travel needs of the people.
Can Gio Bridge and Phu My 2 Bridge projects are very urgent.
Regarding the urgency of the Can Gio bridge project, according to the Ho Chi Minh City Department of Construction, the current road connection between the center of Ho Chi Minh City and Can Gio is only via Binh Khanh ferry. The demand for ferry travel is increasing, especially on weekends and holidays, leading to prolonged congestion. This situation directly affects the people, tourism activities and limits the socio-economic development of Can Gio.
In particular, from July 1, after the merger, the space of Ho Chi Minh City has been expanded, leading to a sharp increase in the demand for traffic connections from the center through Can Gio to Vung Tau. At the same time, the Can Gio area is implementing a series of very large-scale projects such as the 2,870ha coastal tourism urban area and the Can Gio international transit port. The coastal route connecting Ho Chi Minh City with Lam Dong, Dong Nai and Dong Thap will also be invested and completed in the period of 2026 - 2030.
Therefore, according to the Ho Chi Minh City Department of Construction, the construction of Can Gio Bridge to replace the ferry is even more urgent. When Can Gio Bridge, Ho Chi Minh City coastal road, Can Gio - Vung Tau sea crossing route, Ho Chi Minh City Ring Road 3 - Ben Luc - Long Thanh Expressway... are completed, this area will have a complete traffic network, making travel more convenient and creating momentum for socio -economic development of Ho Chi Minh City as well as the whole region.
The Can Gio Bridge project has a starting point connecting Nguyen Luong Bang Street - 15B Street (Nha Be Commune); the end point connecting Ben Luc - Long Thanh Expressway intersection and Rung Sac Street (Binh Khanh Commune). The project has a preliminary total investment of about 13,714 billion VND.
Meanwhile, Phu My 2 Bridge is located on the main axis connecting directly to Long Thanh International Airport, the provinces in the Southeast region through Lien Cang - Nguyen Ai Quoc Road (Dong Nai Province), and connecting to Ring Road 2, Ring Road 3, Ring Road 4 of Ho Chi Minh City through the North - South axis (Nguyen Huu Tho Street). This is the closest and most direct road traffic axis connecting Ho Chi Minh City to Long Thanh International Airport.
Currently, the People's Committee of Ho Chi Minh City has assigned Masterise Group Joint Stock Company to prepare a proposal for the Phu My 2 Bridge project. Up to now, the enterprise has completed the preparation and submission of the project proposal for appraisal and approval. The project has a scale of 8 lanes with a preliminary total investment of more than 25,101 billion VND.
During the working session in October 2025, leaders of Ho Chi Minh City and Dong Nai identified Cat Lai Bridge, Long Hung Bridge and Phu My 2 Bridge as urgent projects that need to be implemented soon to serve the connection and exploitation of Long Thanh Airport. Therefore, the two localities agreed to focus on accelerating the progress to start construction of these projects in the fourth quarter of 2025 or at the latest in the first quarter of 2026.
Shorten the time compared to normal procedures by about 1 year
According to the Ho Chi Minh City Department of Construction, the Can Gio Bridge and Phu My 2 Bridge projects play a particularly important role in traffic connection, and at the same time connect with a series of national infrastructure projects such as Ring Road 3, Ring Road 4 and Long Thanh Airport...
The investment in completing these two bridges as soon as possible will ensure the synchronous connectivity of the transport network, thereby improving the investment efficiency of key national projects.
When implementing these two projects as "urgent projects that must be implemented immediately" according to Decree 257/2025 of the Government detailing the implementation of projects under the type of build-transfer contract, it will help shorten the implementation time by about 1 year.
With the Can Gio Bridge, if following the normal procedure, it would take until September 2026 to select an investor and at the earliest February 2027 to start construction. When applying the urgent form, the project can select an investor in December 2025 and start construction in April 2026. Thanks to that, the completion time is also shortened to December 2028, instead of extending to December 2029.
The progress of Phu My 2 Bridge is also shortened similarly. When applying the urgent mechanism, investors can be selected as early as December 2025, the project will start from April 2026 and be completed in December 2028.
