One afternoon at the Cai Chanh hamlet headquarters in Vinh Phong commune, several women gathered to chat after their regular meeting. Some mentioned rising prices of many goods, others expressed worries about their children working far from home, and still others discussed dredging irrigation canals to serve agricultural production or finding markets for seafood. Sitting amidst these everyday conversations, Ms. Thi Kim Em, Secretary of the Cai Chanh hamlet Party Branch and representative of the Vinh Phong commune People's Council for the 2026-2031 term, listened attentively, taking notes in a small notebook.
For Ms. Kim Em, this is the most direct way to understand the people's concerns. "When we sit down and have such close conversations, the people are more open, sharing their everyday worries that they might not fully express in a large meeting. After each listening session, I record and summarize their feedback to bring their voices to the commune's People's Council meetings. At the same time, I directly recommend that the local Party committee and government address these issues. As their opinions are considered, I proactively inform them so they know their voices are always being heard and responded to."
According to Mr. Nguyen Minh Vu, Vice Chairman of the People's Council of Vinh Phong commune, to ensure that the resolutions of the People's Council are relevant to reality, the local authorities always pay attention to understanding the thoughts and aspirations of the people. Issues arising in the daily lives of the people serve as the basis for the People's Council to consider, discuss, monitor, and propose solutions appropriate to the local situation. “To accurately reflect the concerns of the people, representatives must regularly be close to the people and listen to them. Many stories from direct contact and exchange will help us better understand the difficulties and concerns of the people. Besides the resolution function, the People's Council also focuses on monitoring the resolution of opinions and recommendations from voters and issues of concern to the people. After receiving feedback from the grassroots, the Standing Committee of the People's Council will coordinate with relevant departments to monitor and urge them to handle the issues,” Mr. Vu shared.
The involvement of local authorities in daily life is also extremely important. Ms. Truong Thi Nhu Ngoc, Vice Chairman of the People's Committee of An Minh commune, said that in the process of managing at the grassroots level, the People's Committee of the commune always focuses on receiving and promptly handling opinions and suggestions from the people, and at the same time, monitors the resolution process to ensure the legitimate rights of the people.
Furthermore, the close relationship between the government and the people is also demonstrated through the fact that local officials and civil servants regularly stay close to the grassroots, directly grasping the living conditions, exchanging ideas, and coordinating to resolve issues arising right at the residential area. In addition to their professional work, the commune's officials and civil servants also play a pioneering and exemplary role in participating in voluntary blood donation, building new rural areas, environmental sanitation, planting trees, and caring for the lives of the people. "Receiving and processing requests, along with monitoring the resolution results and participating in local movements, are important aspects in the process of carrying out the tasks of the Commune People's Committee, contributing to strengthening trust and increasing consensus among the people," Ms. Nhu Ngoc stated.
After conversations with the people, what remains is not only the recorded opinions and suggestions, but also the way local authorities are gradually getting closer to the lives of the people through listening, responding, and accompanying them in every specific task. From the parliamentary level to the grassroots, from receiving feedback to implementing solutions, every activity is aimed at the common goal of improving the quality of service to the people, building trust, and strengthening the bond between the government and local people.
