According to information from the Ministry of Education and Training , after the merger, the whole country has over 3,300 commune-level administrative units with 52,000 educational institutions and 23.4 million students, with an average of 7,000 students per commune.

Minister of Education and Training Nguyen Kim Son said that the number of students in each commune will be quite large while it is expected that there will be 2 civil servants managing education at the commune level. Therefore, the Ministry of Education and Training will conduct training nationwide to clarify the functions, tasks and powers of these civil servants.

According to the Minister, regarding state management in the field of education, there needs to be a division of responsibilities between the department and commune levels, but not rigidly.

The Minister also affirmed that when restructuring administrative units, it is necessary to prioritize ensuring the normal operation of educational institutions, and not mechanically merge educational institutions when changing administrative units.

“After stabilizing the apparatus and thoroughly evaluating all aspects, we will review and reorganize if necessary. The Ministry of Education and Training will provide specific guidance on this,” said Minister Nguyen Kim Son.

Previously, in early April, the Ministry of Education and Training issued Official Dispatch No. 1581/BGDĐT-GDPT to the People's Committees of provinces and centrally-run cities on ensuring the maintenance and improvement of the quality and efficiency of public educational institutions in administrative units when implementing the two-level local government model.

According to the document, the Ministry of Education and Training requested localities to maintain educational public service units and transfer to commune-level authorities the function of state management of education for secondary schools, primary schools, and preschools.

The provincial People's Committee is responsible for directing specialized agencies to issue documents guiding the content of state management of education managed by the district level and transfer them to specialized agencies at the provincial and commune levels when implementing the arrangement and reorganization of local governments at two levels, ensuring that administrative activities related to education operate normally, smoothly, continuously without interruption, and do not affect the normal activities of society, people, and businesses.
