The answer is that there is no need to immediately re-issue documents. According to current regulations, previously issued documents such as citizen identification cards (CCCD), passports, household registration books, birth certificates, etc. still retain their legal value and do not need to be changed when your locality has an administrative unit adjustment. However, if people want to voluntarily change their information to "synchronize" with the new place name, they can still do so proactively.

Specifically, according to the 2023 ID Law, changing the CCCD card due to the merger of provinces is not mandatory, but depends entirely on individual needs. In case you need to update new information, change your identity, correct your full name, re-identify your gender, or discover errors on your current card - you can apply for a replacement according to the provisions of Article 24.

In addition, there are important age milestones that citizens are required to change their CCCD, including: 14 years old, 25 years old, 40 years old and 60 years old. For example, in 2025, citizens born in 2011 (14 years old), 2000 (25 years old), 1985 (40 years old) and 1965 (60 years old) will be required to change their CCCD cards. However, if you have changed your card within 2 years before the above age milestone, you can still continue to use your old card until the next card change cycle. For example, a person born in 2000 who made a CCCD at the age of 23 can use that card "carelessly" until 2040.

In particular, to reduce cumbersome procedures and waiting lines, the authorities are currently promoting the implementation of the service of issuing and exchanging CCCD completely online through the Public Service Portal. According to the new plan, people can update information without having to go to the police headquarters, thanks to taking advantage of biometric data (photo, fingerprint, iris) collected in advance. It saves time and avoids "crowding" every time there is a major change.

Regarding passports, you don’t need to worry about anything. At the press conference in the first quarter of 2025, Colonel Ngo Nhu Cuong – Deputy Director of Department C06 of the Ministry of Public Security – clearly affirmed: People do not need to update or reissue their passports when there is a change in administrative unit due to a province merger. The passport is still valid until the expiration date stated on it without any information needing to be adjusted.

In short, the merger of provinces and cities will not disrupt your life as much as you imagine. Previously issued identity documents are still legal and usable. In case you need to change due to the old card expiring, being damaged or want to update new information, you can proactively carry out the procedure to change. And remember, closely follow the announcements from the authorities, as well as take advantage of online public administration utilities to "handle things easily, without worrying about fatigue".
