The government has just issued a resolution assigning the Ministry of Interior to develop a salary and allowance scheme, and report it to the competent authority for decision-making, so that it can be applied uniformly throughout the entire political system.
The government is also expected to issue amendments and supplements to regulations on organizational structure, staffing, and recruitment in accordance with the new regulations.
The Ministry of Interior is also tasked with submitting to the Government regulations on criteria and procedures for reorganizing villages and residential areas; and providing guidance on the arrangement and placement of part-time personnel for local authorities to implement.

In addition, the Ministry of Interior is also taking the lead in coordinating with relevant agencies to urgently advise and submit to the Government a document guiding the issuance of job title standards and job position determination, thereby serving as a basis for determining the appropriate number of personnel.
The government also requested ministries, departments, and localities to urgently fill vacant positions, learning from experience as they go, and proposing solutions to improve the effectiveness of personnel management, ensuring the smooth and efficient operation of the apparatus.
At the recent meeting, Minister of Home Affairs Pham Thi Thanh Tra stated that in September, the Ministry of Home Affairs will report to the Politburo on five basic issues and two proposals regarding the implementation of decentralization and delegation of power, and the delineation of authority after two months of operation of the two-tiered local government system.
The Minister of Home Affairs is expected to work with relevant units on issues related to officials, civil servants, job positions, and the classification of administrative unit standards; and to finalize the outline, reports, and procedures related to decentralization, delegation of power, and delineation of authority.
In addition, the head of the Ministry of Interior is expected to work with relevant units to report to the Politburo on the issue of salaries and allowances.
As of August 19th, 94,402 people nationwide had received termination notices; the total number of people whose funding is currently being approved by competent authorities and the number of people whose funding has already been approved by competent authorities is 81,410; of which 75,710 people have received funding as per regulations.
