Regarding the proposed five salary scales and nine new allowance schemes for the public sector, the Ministry of Interior stated that 2026 is the deadline for submitting these proposals to the Central Committee for consideration, ensuring accuracy and fairness.

This salary policy development process is linked to the requirement of reorganizing the organizational structure and implementing a two-tiered local government model, aiming to accurately reflect the workload, level of responsibility, and nature of each position after the reorganization.

This approach aims to overcome the long-standing problem of "leveling the playing field" and create genuine motivation for officials and civil servants.

The Ministry of Interior announced that it is working with the Ministry of Finance and other relevant ministries and agencies to calculate a plan for adjusting the basic salary in 2026. The adjustment level will be considered based on price developments, economic growth rate, and budget balancing capabilities, aiming to improve the income of officials, civil servants, and members of the armed forces.

Minimum wage in the region will increase from January 1, 2026.

The current basic salary, effective from July 1, 2024, is 2.34 million VND.

According to Government Decree 293/2025, from January 1, 2026, the minimum wage for employees working under labor contracts will increase from 250,000 to 350,000 VND per month.

Specifically, Region I: increased by 350,000 VND, from 4,960,000 VND/month to 5,310,000 VND/month. Region II: increased by 320,000 VND, from 4,410,000 VND/month to 4,730,000 VND/month. Region III: increased by 280,000 VND, from 3,860,000 VND/month to 4,140,000 VND/month. Region IV: increased by 250,000 VND, from 3,450,000 VND/month to 3,700,000 VND/month.

The minimum hourly wage in Region I increased from 23,800 VND/hour to 25,500 VND/hour, Region II from 21,200 VND/hour to 22,700 VND/hour, Region III from 18,600 VND/hour to 20,000 VND/hour, and Region IV from 16,600 VND/hour to 17,800 VND/hour.
