We propose reviewing and issuing a new policy on salaries and allowances.
The Ministry of Interior has just issued công văn (official letter) No. 11600/BNV-CTL&BHXH responding to the petition from voters in Hung Yen province, forwarded by the National Assembly's Committee on Citizen Petitions and Supervision via công văn (official letter) No. 1691/UBDNGS15, regarding the request to consider and issue appropriate salary and allowance policies for officials, civil servants, and public employees after the merger.
The proposal is based on the reality of a heavy workload and increasingly demanding job requirements.
At the same time, appropriate roadmaps and policies should be in place for each subsequent stage, tailored to the actual situation.
Research and propose salary policies and adjustments to certain allowance schemes for officials, civil servants, and public employees.
In fulfilling the tasks assigned by the Politburo in Conclusion No. 174-KL/TW dated July 4, 2025, Conclusion No. 186-KL/TW dated August 29, 2025, and Conclusion No. 206-KL/TW dated November 10, 2025, the Ministry of Interior is coordinating with relevant ministries and agencies to research and propose salary policies and adjustments to some related allowance regimes for cadres, civil servants, public employees, armed forces personnel, and workers after the reorganization of the organizational structure and the two-tiered local government.
In the immediate future, to improve the living standards of officials, civil servants, and employees, the Ministry of Interior, in coordination with the Ministry of Finance and other relevant ministries and agencies, will continue to report to competent authorities for consideration and decision on increasing the basic salary level in 2026, ensuring it is consistent with the consumer price index, economic growth rate, and the capacity of the state budget.
