According to Decree No. 73/2024, the head of the agency with authority to manage or delegate authority to manage cadres and civil servants, and the head of a public non-business unit, are responsible for developing the bonus regulations of their agency or unit.

Furthermore, Decree No. 204/2004 stipulates that the head of the agency or unit managing cadres, civil servants, public employees, and workers is responsible for reviewing and issuing regulations on premature salary increases for outstanding achievements in performing the tasks of the agency or unit.

However, in a recent document sent to ministries, ministerial-level agencies, government agencies, and provincial and city People's Committees, the Ministry of Interior stated that during the process of monitoring, guiding, responding to policy inquiries, and surveying the implementation of salary regimes for officials, civil servants, and public employees, the Ministry discovered some shortcomings and limitations in the implementation of the early salary increase regime and bonus regime at agencies and units after the reorganization of the organizational structure and the implementation of a two-tiered local government.

To ensure effective and consistent implementation, and compliance with legal regulations on premature salary increases and bonuses, the Ministry of Interior requests that heads of agencies with authority to manage or delegate authority to manage cadres and civil servants, and heads of public non-business units, review and develop bonus regulations for their agencies and units in accordance with Decree No. 73/2024.

Ensure the implementation of a bonus system based on outstanding work performance and the results of annual performance evaluations and rankings for salaried personnel under management, promptly motivating and encouraging officials, civil servants, and employees to improve the quality and efficiency of their work.

In addition, review and promulgate regulations on premature salary increases for outstanding achievements in performing duties within agencies and units, ensuring compliance with the provisions of Decree No. 204/2004 and Circular No. 08/2013 of the Ministry of Interior. These regulations should clearly define the standards and levels of outstanding achievements, the time frame for premature salary increases corresponding to different achievement levels for officials, civil servants, and employees, and the priority order for considering premature salary increases for those with equally outstanding achievements, serving as a basis for evaluating these increases for individuals under management.
