On May 22, Mr. Dang Quang Tu, Chairman of the People's Committee of Da Lat City, said that after Tuoi Tre Online reported on the dragon mascot incident, he went to the scene to inspect and verify the matter.
Mr. Tú affirmed that the pair of dragon mascots, "Two Dragons Paying Homage," is a work of art that can be used to serve tourism.
The city highly welcomes the fact that businesses are bringing such a good artwork to Da Lat to enhance the local tourism offerings.
However, businesses or individuals, regardless of their motives, must follow the instructions of the authorities to obtain the necessary permits.
“I heard reports from my colleagues about the incident and learned that Indochina Company had applied for permission and received guidance but did not comply. A penalty decision has now been issued. The company needs to comply. To facilitate this, we will send personnel to guide the company in redoing the necessary documents and procedures in accordance with regulations.”
As Tuoi Tre Online previously reported, Indochina Railway Investment and Trading Joint Stock Company (referred to as Indochina Company) installed the "Two Dragons Paying Homage" dragon mascot in Da Lat and was subsequently fined 90 million VND.
The pair of dragon sculptures that were ordered to be dismantled were one of the highlights of Nguyen Hue flower street during the Lunar New Year 2024 (Year of the Dragon). The dragon sculptures were over 100 meters long, with each dragon head having a diameter of over 2 meters.
The "Two Dragons Paying Homage" sculpture was dismantled on April 3-4 after more than two months of display on Nguyen Hue Flower Street (Ho Chi Minh City) and transported to Da Lat.

According to information from the Da Lat City People's Committee, after working with the inspection team, Ms. Hoang Thi Luyen (director of Dong Duong Company) agreed to pay the fine.
After paying the fine, the company will submit an application to the Da Lat City People's Committee to carry out the necessary procedures according to the proper process.
The Da Lat City People's Committee's guidance regarding Dong Duong Company's case is to allow the erection of a dragon mascot to serve tourism activities in 2024. After that, depending on the actual circumstances, the company representative should contact the Da Lat City People's Committee for further instructions.
